Then the medical institution will enter the data in E-health and will be able to create a certificate, but it only works if the person is socially insured in Latvia.

Citizens who do not use the Internet or cannot authenticate on the website must apply for a certificate from 15 June 2021 in one of the state and local government unified customer service centers.
