Hospital of Mali: Exceeding the estimated budget of more than 2 billion CFA francs in 2022

The Hospital of Mali held on Wednesday February 22, 2023 the 21st session of its board of directors under the chairmanship of Badou Samounou who had at his side the general director of the Hospital, Dr. Doumbia Sanata Sogoba, and his deputy Dr. Bakary Dembele. This 21st session had on its menu the examination and adoption of the draft agenda and the draft agenda, the examination and adoption of the minutes of the 20th ordinary session of the board of directors, the review and adoption of the 2022 annual activity report, review and adoption of the 2023 draft budget. FCFA.

At the opening of the session, the chairman of the board of directors, Badou Samounou informed that the 21st session of the board of directors is being held when the Hospital of Mali begins its 13th year of activities. The opportunity was good for him to renew his satisfaction and his greetings to the administrators, staff and the Chinese Medical Mission for their commitments which have enabled the hospital to constantly improve patient care.

He said that in 2022, the hospital had 267 staff in all categories and 22 members of the 28th Chinese Medical Mission. Under the activities of the year 2022, the hospital obtained, among other results: 52,063 new consultations (115%), 6,744 hospitalizations (101%), 1,689 surgical interventions (116%), 151,087 laboratory examinations ( 125%), 22,671 medical imaging examinations (101%).

He deplored the low rate of examinations for CT and MRI. According to him, only 71% of the examinations for the scanner and 21% for the MRI could be carried out on the forecasts. He explained these low rates by the amortization of this equipment which declared frequent breakdowns. In addition to the activities mentioned, the radiotherapy center provided care for 196 cases of cancer, all locations combined, of which 78% were women. The hospital provided care for 1,021 patients aged 0 to 25 with type 1 diabetes, 50 children with caustic esophageal stricture, monitoring and care for 162 patients with haemophilia and other haemorrhagic diseases. The hospital also provided care for 684 patients with Covid-19. It carried out 2137 Covid-19 screenings/checks. The PCA pointed out that certain departments in the hospital like thoracic surgery, neurosurgery, endocrinology, etc. currently provide care for pathologies that required evacuations to the outside a few years ago.

Satisfied

To carry out the activities for the year 2022, the Hospital of Mali had a provisional budget of 4,315,364,086 CFA francs. It was able to mobilize 6,374,101,715 CFA francs, i.e. a mobilization rate of 148%. “This rate is explained by a high mobilization of credits relating to the regularization of staff salaries, the management of Covid-19 activities, the management of water and electricity bills, etc. Expenditure was executed to the tune of 5,808,654,261 CFA francs out of an overall revenue of 6,374,101,715 CFA francs, ie an overall execution rate of 91.12%. Despite the difficulties, the hospital largely achieved the objectives set. The results obtained were thanks to the commitment of all the Malian staff and the Chinese Medical Mission of the Mali Hospital”, he acknowledged.

For these results, he wished to salute and thank the staff of the hospital and the Chinese Mission for all the efforts they continue to make to relieve the suffering of patients. He pointed out that the year 2022 was marked by various bottlenecks such as the obsolescence of heavy equipment (scanner, MRI, etc.), insufficient consultation boxes, insufficient staff, etc.

“However, the results obtained are encouraging. Also, we are committed with all the staff to continue to meet the challenges”he said.

For the year 2023, the draft budget of the Mali Hospital amounts in revenue and expenditure to the sum of 5,207,119,135 F CFA against 4,315,364,086 F CFA, i.e. an overall increase of 891,755,049 F CFA (a rate of 20.66%)

For the prospects, the PCA affirmed that it is envisaged, among other things, the continuation of the construction and equipment activities of the hospital extension project, the renovation of the old building and the extension of the entrance office. , the acquisition of new equipment and logistics (scanner, MRI, linear accelerator, angiography, medicalized ambulances, etc.), the supply of the hospital with consumables and drugs on a sustainable basis, the strengthening of equipment maintenance, training Staff. For the year 2023, the draft budget approved by decree n°2022 1575/MEF-SG of May 20, 2022 of the Mali Hospital amounts in revenue and expenditure to the sum of 5,207,119,135 CFA francs against 4,315,364,086 FCFA, i.e. an overall increase of 891,755,049 FCFA, i.e. a rate of 20.66%. According to the PCA, this increase is mainly linked to that of the State subsidy for the payment of wages on the one hand and on the other hand, by the realization of new examinations relating to the activities of medically assisted procreation.

A cry from the heart

Regarding the difficulties of the hospital, the director general of the hospital, Dr. Doumbia Sanata Sogoba pointed out that its structure needs equipment and infrastructure. “We’ve said it many times. Since the opening of the hospital until now, we only have the same equipment. The scanner, MRI and medical imaging examination equipment are obsolete and break down very frequently. We could triple the results we were able to achieve if we had the necessary means. But we could not have the desired results because there are means that we lack. In addition to that, since the opening of the hospital, we have the same number of consultation boxes while the number of doctors has tripled. These doctors have no places to consult. So we are asking for equipment and infrastructure to be able to offer quality and quantity care to the Malian population. We also need continuous staff training. We have drawn up our establishment project. And 2023 will be the first year of its implementation while there are the financial means that are lacking. We have approached private partners and public partners who are ready to support us. And we are in the process of seeing if the different procedures are in line with the types of support with the support of the department to go towards these public-private partnerships allowing us to have equipment and infrastructures during the 5 years of the project.“, she said.
