It was on his facebook page that Emmanuel Seraphin mentioned this hiring. “Cyrille Hamilcaro is the new chief of staff for the mayor of Saint-Paul”, he comments, even mentioning a “minimum” salary of 8,000 euros. “While all the municipalities are concerned with finding solutions to support the weakest, to facilitate the work of the carers, to help the economic fabric, to prepare the start of the school year or even to prevent the health of the municipal staff, the mayor of Saint-Paul, has only one obsession: to make up for lost time, “notes the elected representative of the Saint-Paul opposition.
These statements were denied a few hours later by the interested party. On his facebook page Cyrille Hamilcaro has indeed confirmed that he was recruited as a “collaborator” within the cabinet of Joseph Sinimal, “for a specific time”. He also denies, in the Journal of the Island of today, a salary of 8,000 gross per month.
This hiring seems to be linked to the Covid-19 crisis and the almost certain postponement of the municipal elections in September or October 2020. Indeed, since his return from Mayotte where he has been working as a mission officer, the Inter-municipal Union for the Elimination and recovery of waste from Mayotte (SIDEVAM), Cyrille Hamilcaro was devoted to the municipal elections of March in which he came in second position with 25.36% of the vote, behind Juliana M’Doihoma, (26.46%) and in front Claude Hoarau (25.32%).
This recruitment, even if it is not illegal, is all the same controversial in a context where a lot of people from Reunion have difficulty working or fear losing their job because of the current health crisis, but especially given the sulfurous past of the beneficiary of this job.
Indeed, remember that Cyrille Hamilcaro has been condemned several times by the courts. In 2007 first, when he was mayor of Saint-Louis and general counselor, he was suspended, 3 years in prison, for concealment of fraud in an agricultural land affair.
He had also been forced to leave his post as mayor of Saint-Louis in 2014, after having been sentenced to two years suspended imprisonment, a fine of 40,000 euros, and above all 5 years of ineligibility, in the Surgine Fontaine case. . He has also been implicated and convicted in other cases (harassment, illegal taking of interests and favoritism).
More recently, on February 5, Cyrille Hamilcaro, candidate for mayor of Saint-Louis, was heard by the gendarmes as a witness in an investigation into the embezzlement of a staff file at the town hall.
