On the 30th, the seventh day of the cargo union strike, there was a situation where petrol and diesel ran out at some gas stations in the metropolitan area. However, it is underlined that the situation is not a cause for concern as petrol and diesel service station inventories remain at the same level as the previous day as shipments of petroleum products increased due to vehicle road safety measures. The government has prepared contingency plans, such as mobilizing the military or even a tanker truck to prepare for an emergency.

According to the Ministry of Commerce, Industry and Energy on the 30th, as of this afternoon, 26 gas stations were out of gasoline and diesel. By region, it was concentrated in the metropolitan area, including 13 Seoul, 6 Gyeonggi and 4 Incheon. Among gas stations located in non-metro areas, only three places in Chungcheongnam-do are sold out.

Burnouts are occurring among the four oil refineries, most notably Hyundai Oilbank, which has a high percentage of directly operated gas stations in the metropolitan area. An oil refinery industry official explained, “Oil refineries have given priority to service stations operated by self-employed workers, and there was a situation where some self-operated service stations were out of stock.”

The government has forecast that depleted stock will increase, focusing on service stations with high demand, such as the metropolitan area and motorway rest areas. The Ministry of Commerce, Industry and Energy estimates gas station inventories nationwide at 8 days of gasoline supply and 10 days of diesel supply. An official from the Ministry of Commerce, Industry and Energy explained that day, “The inventory was kept at the previous day’s level due to an increase in shipments, such as the introduction of more vehicles that did not participate to strike”.

However, the possibility of this out-of-stock phenomenon spreading nationwide as the “second urea accident” is also believed to be low. Unlike the number of elements, which were absolutely insufficient in the product itself, petrol and diesel are normally produced internally, but only transport is stopped. Furthermore, there are many cases in which petrol and diesel are brought directly from service stations or from dealerships through transport companies.

However, the number of urea can travel more than 10,000 km on a 10-litre charge, but petrol or diesel is put in more than once a week.

Mr A, who runs a petrol station in the metropolitan area, said: “There are many petrol stations that are not in the cargo union and do business with haulage companies that operate small vehicles.” . The government and industry believe that the rate of transportation of petroleum products directly from petrol stations or agencies is around 50% of the total amount of oil transported.

On the same day, Industry Minister Lee Chang-yang visited a self-service gas station near Isu Station in Seoul and said, “We are responding by identifying the status of out-of-service gas stations in real time due to the collective refusal of transport by the cargo union.’ I’ll find out,” he said.

The government activates the emergency transportation system
Preparation for military trucks, etc.

On the 24th, the government formed the “Emergency Situation Team for the Oil Refining Industry” and is operating an emergency transportation system using cooperation between refineries and vehicles that do not join Cargo Solidarity in case of disruption or transport problems. In preparation for a situation where disruptions in the transportation of petroleum products will gradually worsen, 5 military tank trucks and 13 tank trucks owned by Suhyup will be deployed urgently from December 1st.
