«Green pass, already downloaded by 5 million Italians. With the Recovery, GDP will grow by 4% »- Corriere.it

The economic restart and the funds of the Recovery

The Italian Green Pass, Draghi underlined, is the sign of a country that wants to start over. And quickly. Returning to a “normal” life is the prerequisite for any economic and social restart. «The European and Italian economic situation is strongly improving. According to the projections of the European Commission, in 2021 and 2022 Italy will grow respectively by 4.2% and 4.4%, like the rest of the EU. Many of the indicators we have at our disposal indicate that the recovery will probably be even more sustained, ”said Prime Minister Mario Draghi in the briefing to the Chamber ahead of the EU Council. “In short, trust is returning,” he adds.
On Tuesday, Draghi received the president of the EU Commission, Ursula Von der Leyen, from whom he received the formal green light to the Italian PNRR by Brussels. Thanks to the total funds mobilized by the European Union, around 200 billion euros, Italy hopes to start again with massive and ambitious structural reforms after the heavy crisis triggered by the Covid 19 pandemic and the long years of economic stagnation that preceded it.

Draghi: EU eyes on Italy, success depends on us

«The eyes of Europe are on Italy. In fact, ours is the most substantial program, for an amount equal to 191.5 billion euros, to which must be added the 30 billion of the complementary fund. The success of the Next Generation Eu program largely depends on us, ”added Draghi to the Chamber.

«Our goal – Draghi reiterated – is to overcome in a lasting and sustainable way the anemic growth rates that Italy recorded before the pandemic. During the pandemic – said Draghi – we used huge resources to protect the productive capacity of our economy. Now we have to make sure that aggregate demand is able to meet these supply levels ”.

Improvement thanks to shipped vaccinations (with the shadow of the variants)

“With regard to the pandemic, compared to my Communications to the Chambers of 24 March, the epidemiological picture in Italy and in Europe in general has greatly improved – recalled the premier – Last week throughout the EU we recorded about 90 thousand cases and there were 2,600 deaths due to Covid-19. Two months ago, there were about one million cases per week, and weekly deaths were six times the current rate. This improvement is due to the vaccination campaign which is proceeding quickly ».

«In this positive economic environment, some risks remain. The first is precisely the epidemiological situation – underlined Draghi – Although it is strongly improving, this must be monitored carefully. In particular, we need to monitor the emergence and spread of new and dangerous ones variants, which can slow down the reopening program and slow down consumption and investments ».
“To date, in the European Union more than half of the adult population has received at least one dose of vaccine. In Italy the share is almost 60% and about 30% of the adult population has completed the entire vaccination cycle. The risks associated with the variants, and in particular the so-called “Delta variant” – the Prime Minister explained to the Chamber – require us to proceed with the vaccination campaign with maximum intensity. We must also continue to focus on the most fragile subjects, such as the elderly, who are most at risk of death or hospitalization ».
