Police said about ten attackers were dressed in full camouflage uniforms, bulletproof vests and armed with long-barreled weapons, from which they opened fire immediately.
The suspects fled in three cars, which were later found abandoned in a nearby town.
The 56-year-old Degamo died of his injuries in the hospital, the police confirmed.
Janice Degamo, the wife of the governor and head of the municipality of Pamplona, announced the death of five more civilians in the attack.
Three local politicians have already been killed in attacks in the Philippines since last year’s elections.
