On Wednesday 12 July 2023, under the Very High Presidency of His Excellency Ali BONGO ONDIMBA, President of the Republic, Head of State, the Council of Ministers met at 10:00 am at the Presidential Palace.

Opening the session, the President of the Republic, Head of State, His Excellency Ali BONGO ONDIMBA, committed to the well-being and constant improvement of the living conditions of his compatriots from all social backgrounds, emphasized the importance of citizenship recognition materialized for each individual, particularly children, through the possession of a birth certificate issued by the competent services of hospitals and civil registration centers.

Considering the difficulties faced by some families in obtaining birth certificates for their children, the President of the Republic instructed the Government to regularize the situation of those concerned and establish the free and unconditional issuance of birth certificates. This measure applies to both public and private hospital services for birth certificates, as well as civil registration centers for birth certificates.

Welcomed with enthusiasm by the populations of the different localities, the Head of State carefully listened to the concerns presented by his compatriots, which, as in each of the different stages he visited, focused on issues such as roads, water and electricity supply, healthcare, education, support for women in their activities, youth unemployment, and human/wildlife conflict, among other issues.

In response to these concerns, the President of the Republic reassured the entire population of his constant commitment and determination, as well as that of the Government, to continue and expand, through ministerial action, projects aimed at improving the living conditions of Gabonese citizens.

Furthermore, the Head of State reiterated certain concrete measures aimed at the full development of the population through the provision of three important funds:

– The Local Development Fund, intended to finance local projects resulting from choices made by the populations, under the supervision of provincial governors.
– The Fund for Financing Income-Generating Activities (AGR) to support women traders.
– The Fund for the creation of small businesses by young Gabonese.

IN TERMS OF LEGISLATIVE AND REGULATORY PROJECTS

The Council of Ministers deliberated on the following matters:

MINISTRY OF INTERIOR

– Draft law amending and supplementing certain provisions of Article 77 of Law No. 07/96 of March 12, 1996, as amended, on common provisions for all political elections.

This amendment aims to adapt the voting conditions to the new context of coupled or general elections.

– Draft decree amending Article 2 of Decree No. 0148/PR/MI of July 3, 2023, setting the deadline for the submission of candidacies for the election of the President of the Republic, the election of deputies to the National Assembly, and the election of members of the Departmental and Municipal Councils for the year 2023.

This decree extends the deadline for the submission of candidacies for the election of the President of the Republic, the election of deputies to the National Assembly, and the election of members of the Departmental and Municipal Councils until Sunday, July 16, 2023, at 6:00 pm.

MINISTRY OF HEALTH AND SOCIAL AFFAIRS

– Draft law amending certain provisions of Law No. 10/84 of July 30, 1984, on the definition and general organization of Preschool Education.

This law, implemented in accordance with the provisions of Law No. 10/84 of July 30, 1984, on the definition and general organization of Preschool Education, aims to transfer preschool establishments to the Ministry responsible for National Education. This transfer is justified by the fact that in the Gabonese Republic, schooling is mandatory from the age of three.

Furthermore, this law will allow the Ministry responsible for Social Affairs to exercise its full competence only over daycare centers and nurseries.

MINISTRY OF BUDGET AND PUBLIC ACCOUNTS

– Draft decree establishing specific provisions applicable to public contracts financed by the Departmental Initiatives Fund (FID).
