The media appeal ofaudition, in live streaming, on the eve of August 15th, of the president of the INPS Pasquale Tridico on the politically hot topic of the day, the bonus in favor of self-employed workers obtained also by parliamentarians and local administrators, has not lost its intensity following the revelation, in the hours preceding the intervention of the professor of economic policy at the Roma Tre University, named after the third “crafty” deputy who obtained the support for the VAT numbers overwhelmed by the economic crisis resulting from the Coronavirus emergency.
The three missteps of INPS in the Coronavirus emergency
The expectation expressed both by politics and by public opinion towards the intervention in Montecitorio of the number one of the main Italian social security institution was also justified by the fact that Tridico presented himself as president of an INPS that on more than one occasion, in the months dictated by the health emergency, he had shown some weaknesses. From the site that went haywire for three hours on April 1st, stormed by millions of Italians in an attempt to win the € 600 support, to the delays in payments of the ordinary layoffs, up to the case of the “crafty VAT bonus” collected by three deputies, which broke out at the gates of August, when the countdown to the referendum of the cut of parliamentarians, on the election day of 20 and 21 September, had long begun.

The case of the VAT bonus has raised a political fuss in a referendum key. The opposition suspects that the news, which must have been known for some time since the bonuses arrived in the spring, was opportunely re-launched to animate an “anti-cast” sentiment aimed at favoring the Yes to the referendum on the cut of parliamentarians. Tridico is under accusation for the alleged “tip” to the high offices of the Movement. Before the Labor Commission, the INPS president defended himself: he reiterated his extraneousness regarding the dissemination of the names of the politicians involved in the Covid bonus affair. “Anyone who claims such things – he said – does so for purposes that escape me, imaginative reasons and unfounded accusations to be sent back to the sender. This news did not come out of the undersigned either directly or indirectly, in the most absolute way “. And then, he added, “unfortunately it is neither the first nor the last time that there are cases of leaks, such as the former BR that received the citizenship income. On that case, the audit was concluded. There was another case, with prominent trade unionists who received large sums. In some cases they have been discovered in others it is difficult ». In relation to INPS, an investigation will be launched by the Privacy Guarantor on the method followed for the processing of the data of those who have received the Covid indemnity and on the dissemination of news.
Support for the self-employed: the site goes haywire, it’s chaos
But the INPS of the “crafty bonus” case is also the INPS that made some false steps during the health and economic emergency. Last April 1st, for example, is a day to forget for the institute. Thousands of self-employed workers overwhelmed by the economic emergency resulting from the restrictive measures for the coronavirus connect to the site of the social security institution from the very early hours of the morning. An avalanche of requests in a few hours. The audience that can access the benefit is just over five million people: traders, artisans and direct growers, freelancers not registered in compulsory pension funds, coordinated and continuous collaborators, seasonal and entertainment workers. , the hand on the mouse ready to click the right icon to be awarded the 600 euro bonus provided by the Cura Italia decree. Many, however, are unable to access the portal. Protests are unleashed on chats and social networks. The system does not hold up, it “goes down”. Then the decision to close the site, and to reopen it at different times depending on whether patronage / consultants or citizens were applying. Finally, the last piece on the terrible day of INPS: the shadow of a hacker attack. Not only that: the Privacy Guarantor Antonio Soro receives hundreds of reports from damaged users. It is not just personal data that is suddenly made public. There is also talk of sensitive data (social security numbers, mobile numbers, private and certified emails, etc.) linked to the application for the babysitter bonus that become available to other users.
Cig notwithstanding, thousands of workers waiting
The Cura Italia decree recognizes the emergency layoffs, both ordinary and in derogation, for workers overwhelmed by the crisis. But the delays that are accumulated in the payment of this social safety net remain at the center of the controversy for several weeks. At the end of June, according to what has been learned, Prime Minister Giuseppe Conte summoned Tridico to show him all the dissatisfaction with numbers that see “too many Italians still waiting, an unacceptable situation”, would have been the words of the Prime Minister. Conte would also have said he was aware of “the extraordinary work” set up by the INPS, struggling with a system – that of the CIG – which was not ready to face such a strong shock wave, the one triggered by the Covid tsunami, a system destined to get stuck in dealing with gigantic, unexpected numbers. Now we need to “monitor and supervise” – Conte’s recommendation to Tridico would have been – on the mechanism introduced with the relaunch, which got rid of regional control, providing for an advance of 40% by the State on a forecast for the coming month : the actual hours will then be paid with the balance. After two hours of discussion, Conte would have urged the professor to “beware of the numbers”, because new delays would not be conceivable. Asked on the subject of INPS delays at the hearing before the Montecitorio Labor Commission, Tridico suggested the deputies to imagine «a highway with a normal flow of cars, then a tsunami of cars on the highway and, imagine the queues. With Covid and the cig it was like this. Despite this, the institute paid 13 million cig to over 6 million workers ».
