In order to ensure the most efficient costs, on the right bank of the Daugava, where independent heat producers operate, procurement is organized in regular auctions and most heat producers, including the largest ones, have a regulated heat production tariff.
Already in September, JSC JSC “Rīgas siltums” was forced to increase the heat energy tariff by 26.6%, due to a significant – by 57% increase in the prices of purchased heat energy supplied by JSC Latvenergo.
JSC “Rīgas siltums'” purchased heat energy makes up 69% of the total amount transferred to Rigans, but 31% – JSC “Rīgas siltums” produces themselves. The increase in the heat energy tariff has been influenced by the increase in the cost of purchased heat energy, which in turn has been influenced by the sharp rise in the global natural gas price in the second half of this year.
The price of natural gas on the world market in October this year on the TTF exchange is about 6 times higher than in October a year ago. The increase in the price of natural gas as a fuel affects all European countries, including Latvia, leaving a significant impact on the cost of heat production.
Taking into account fuel price trends, PUC calls for special attention to be paid to reducing wasteful heat consumption during this heating season and calls on JSC “Rīgas siltums” to actively cooperate with building managers to find the most suitable solution to reduce heat service costs in each home during this heating season.
At the same time, according to the information provided by local governments, low-income and needy people have the opportunity to receive financial support from the Riga Social Service to cover the costs of heat supply services.
JSC “Rīgas siltums” published a notice on the set (offered) tariffs for heat supply services in the Latvian Gazette on 30 September this year.
