Carlos Alberto Rodríguez Arráez was 36 years old, three months ago he was released from the Puente Ayala prison, Anzoátegui state, and his relatives found him on August 12 in the Bello Monte morgue.

Rodriguez lived in the Third Vuelta El Atlántico, in Artigas, Catia, from where he left on Tuesday, August 4 to do some errands.

As he did not return that night, his mother Maria Isadora Arráez thought that he had stayed with a friend, and did not worry because the man used to stay overnight for several days.

On Tuesday the 11th he was talking with some neighbors when an acquaintance approached him to ask if Carlos Alberto had been released, because they observed when a police commission, supposedly from the FAES, detained him along with other people, in Perez Bonalde boulevard , from Catia, in a document checking operation.

When asked about the reason for the arrest, they said it was for not respecting the protection measures for the coronavirus walking without a mask.

Maria Isadora searched for him in various police posts and hospitals, until they notified her at the FAES that he was in the morgue. There she recognized her from a photo of her face, but they told her she had a shot in the chest.

Rodríguez was unemployed. Among his documents he kept an official letter issued by the Ministry of the Penitentiary Service, where he was released on May 20.
