Fight to Preserve Spacious Four-Room Apartment with Eiffel Tower View in Cordon City, Seine-Saint-Denis

Not to give up. In his apartment located on the floors of 5, allée Paul Taupin in Saint-Ouen (Seine-Saint-Denis), nothing suggests that Djaoubia Mazef could soon leave his spacious four rooms. And yet, his apartment is one of the 246 homes that should soon be destroyed in the heart of the Cordon city, as part of the New National Urban Renewal Plan (NPNRU). “We must have cleared for February 2024”, cowards full of spite this national education official.

Recourse to justice

In 2021, she moved into the building to live with her daughters on the same floor as her parents, aged 86 and 79. “It is out of the question for them to leave their apartment at their age,” insists the one who is also the president of the UNLI Cordon – Taupin – La Motte tenants’ association. The municipality has undertaken to relocate all the tenants to Saint-Ouen. For more than a year, it has been mobilizing to save the building which enjoys an exceptional location, in the heart of the city center with a breathtaking view of the Eiffel Tower.

She leads her fight against the municipality, which she describes as “haughty” and “contemptuous”. “There is no respect and dialogue with citizens,” she says. The rupture is consummated. To the point of initiating, in March 2023, an appeal to the administrative court of Paris.

For his appeal, Daoubia Mazef’s lawyer attacks the consultation process. As part of an ANRU project, the latter is mandatory. “The first version of the project, presented in 2020 to the inhabitants, did not include the demolition of 5, allée Paul Taupin. There is a lack of consultation on this point”, argues Axel Bertrand. Its demolition would have been added, in September 2021. “All the meetings were held after, on December 1, 2021, with the inhabitants. We were no longer in the consultation stage, but that of information, ”he continues.

An online kitty

The municipality draws up a different balance sheet. During the municipal council of July 3, 2023, Adel Ziane, deputy mayor in charge of urban planning, praised the process undertaken with the inhabitants. “The municipality has a desire for dialogue and consultation with the inhabitants”, he presented before reading a letter from the prefect of February 2023 who welcomed the approach of the municipality. “Meetings with the inhabitants only relate to minor elements, it’s just cosmetic. Everything is already configured, biased. At no time, we are in what must be the republican ideal, ”retorts Daoubia Mazef.

Convinced of its legitimacy, Djaoubia Mazef did not hesitate to commit financially. “Now, my mission is to find money to pay the lawyer. It’s like a sword of Damocles,” she shares. On line, a kitty hard to take off. On the 6,500 euros neededonly 225 euros had been collected at the time of writing these lines.

Instead of the tower, a pedestrian path should see the light of day. “We need to open up the Cordon district to downtown Saint-Ouen so that there isn’t a two-speed city. However, this tower encloses the city which leads to security problems and produces a break with the city center ”, justified in August 2022 the municipality. If the summary has been rejected, the case on the merits must be judged before the end of the summer. Contacted, the municipality of Saint-Ouen did not respond to our interview requests.
