The deputy for Calvados Sébastien Leclerc sent a mail toOlivier Véran, Health Minister, on the situation ofhospital of Cliff.

“For 15 years, the Falaise hospital has been battered by successive hospital reforms, to the detriment of the care of patients in the sector. The establishment of the Territorial Hospital Group has brought the Argentanian hospitals in Orne and Falaise in Calvados closer to authority, even installing a joint management for these two establishments from two different departments. “

“The recent Covid-19 crisis has shown the limits of this common direction. Where it was thought to generate synergies, it has proved to be penalizing from an operational point of view since many of the hospital’s partners remain in departmental organization (example of the Samu), which multiplies the interlocutors concerned at instead of simplifying procedures.

The initial error is to have considered a joint management of the Falaise hospital with the Argentan hospital. Cliff and its living area are entirely turned towards Caen. If the joint management is necessary, it is with the Caen hospital that it must be considered. Following the establishment of this joint management, other penalizing decisions have been taken ”.

“In 2017, the permanence of surgical care was abolished at the Falaise hospital when the establishment at the time had a strong surgical activity. This judgment was very detrimental to the care of Falaisian patients who, from now on, must be operated on in Argentan.

However, Argentan refuses to take care of excessively heavy patients (type of patients previously operated on in Falaise without difficulty) and there is also a refusal to take charge of the Caen CHU because, for the moment, the referral hospital is Argentan “.

“More recently, the decision to close the kitchen at the hospital was made without prior consultation. The file was created without any estimate and with an absence of dialogue, internally and externally, while the Community of municipalities proposed a reorganization to keep a central kitchen in the Pays de Falaise. In addition, the different menus to be provided to the different beneficiaries (hospital, nursing home) are completely disregarded.

For 15 years, the Falaise hospital has known only painful measures, without ever being able to claim a plan of assistance implemented at national level (hospital plan 2007, hospital plan 2012) … “

While the Covid-19 crisis has highlighted the need to invest again in our hospitals, I ask you, Minister, not to forget Falaise Hospital. The end of the joint management with Argentan and the establishment of a partnership with the CHU de Caen would be a first message (which will cost nothing financially) to send to the staff of this hospital which continues despite all its involvement in the service of our fellow citizens.
