Energy renovation: what will change in 2021

“MaPrimeRenov ‘” will be extended to all households, regardless of income, as well as to landlords. Objective for the government: to increase tenfold the number of works undertaken.

What is “MaPrimeRenov ‘”?

A financial aid scheme which aims to encourage the energy renovation of private housing. Set up in early 2020, it merges the Tax Credit for the Ecological Transition (CITE) and aid from the National Housing Agency (Anah). This bonus contributes to financing of insulation work, ventilation or change of heating mode. Its amount is progressive: the more efficient the work undertaken by the owner, the greater the financial assistance. With a ceiling of € 20,000, granted for various works, over a maximum period of five years.

Currently, only modest and very modest households can apply for “MaPrimeRenov ‘” (1), or nearly half of the French. The others can still benefit from the CITE but, for the better-off, the aid is limited to only wall insulation.

What will change from 2021?

The “MaPrimeRenov ‘” system will be extended to all households, without income conditions. Other new features, the bonus will be open to landlord owners (and no longer only to owners occupying their home), as well as to joint ownership work. Emmanuelle Wargon, Minister for Housing, announced this in an interview with Figaro last Saturday. She adds that the budget dedicated to this bonus will be increased, to reach an amount well over a billion euros , against 800 million today. This envelope will be part of the recovery plan endowed with 100 billion euros, including 30 million dedicated to the ecological transition.

Why these changes?

Because the government wants to take second when it comes to the energy performance of housing. Let us remember that the building is the second sector emitting the most greenhouse gases in France, after transport. And that the country has between 7 and 8 million “thermal sieves”, that is to say of housing whose energy performance is classified F or G.

However, until now, this project is progressing slowly. Since the start of the year, “MaPrimeRenov” has attracted less than 50,000 households, well below the 200,000 expected. Figures partly due to confinement, but also to the complexity of the device, the amounts of which vary and are cumulative with other aids, as well as the lack of information.
