The candidacy of Igor Prelatov (“Our Party”) for the position of Mayor of Daugavpils was the least evil in the city compared to the work done by Jānis Lāčplēsis, such opinion was expressed by the recently defunct Chairman of Daugavpils City Council Andrejs Elksniņš (S).
“After it was announced that Prelatov would be nominated for the presidency, there was an agreement in the” Harmony “group that the deputies would have a free vote and three of our deputies – Anatoly Grzhibovsky, Mikhail Lavrenov and Natalia Kozhanov voted for Prelatov,” said Elksniņš.
Asked why he did not take part in the vote, Elksniņš said that “Daugavpils City Council and residents have a difficult time ahead of them to discover the irregularities, as well as to prepare for next year’s elections”.
Elksniņš assessed Prelatov as a professional who can listen, and expressed hope that he would retain these qualities.

Elkniņš took over the council immediately after the municipal elections, but was soon overthrown and became mayor again in mid-January 2019.
After losing his position, he told LETA that the vote of no confidence proposed by the former members of the coalition was related to the inspections started in SIA “Daugavpils apartment and utility company” led by Latgale party members.

On the other hand, the former mayor called the accusers’ accusations of not being able to form a team and mobbing a compliment, because his decisions regarding certain employees have also been found to be justified by the court.
