Elections: the amended electoral law

The National Transitional Council (CNT), adopted on Tuesday February 28 a bill amending law N2022-019 of June 24, 2022 on the electoral law. This was at the end of the second and last plenary session of the extraordinary session of February 2023.

Adopted unanimously (129 votes for, 0 against, 0 abstentions), the bill makes several changes to the initial law of June 2022, such as expanding the locations of polling stations in military garrisons. , the institution of advance voting for members of the Armed and Security Forces and the replacement of the biometric voter card by the national secure biometric identity card as the only document authorized in the polling station.

One of the major innovations is the shortening of the deadline for setting up the coordination of the Independent Election Management Authority (AIGE), which goes from 6 to 3 months at most before the elections are held.

“It was in practice that we realized that indeed, we will have to intervene in the electoral law to make changes that will make it possible to ensure that the timetable which is backed by this same electoral law can allow efficient application for the benefit of the electoral process. It is following this that the innovations were undertaken”, explained to the members of the legislative body of the Transition, Mrs. Fatoumata Sékou Dicko, Minister Delegate in charge of Political and Institutional Reforms.

All these changes are aimed at ensuring that the electoral process is carried out in a transparent, credible and secure manner, she argued.

The bill initiated by the Minister Delegate for Political and Institutional Reforms was adopted by the Council of Ministers on February 15, 2023.

During this extraordinary session convened by the President of the Transition, the CNT also adopted a bill on the creation of administrative districts in the Republic of Mali, devoting the new territorial division which delayed the establishment of the coordinations of the AIGE .
