The EU has released imports from Ukraine for another year, this time with an emergency brake – 2024-05-13 15:02:40


Imports of eggs, poultry, sugar, oats, corn, cereals and honey will be closely monitored

The suspension of import duties and quotas on Ukrainian exports to the European Union will be extended for another year after today’s adoption by the Council and the vote on 23 April in the European Parliament. In this way, the EU once again fulfills its commitment to support Ukraine as long as necessary, reported by the European Commission (EC).

These so-called autonomous trade measures (ATM) are in force from June 2022.

The measures take into account the concerns of EU stakeholders. To this end – and considering a significant increase in the import of some agricultural products from Ukraine to the EU in 2022 and 2023 – the updated conditions contain a strengthened protection mechanism. It allows rapid corrective action to be taken in the event of significant disruptions to the EU market or to the markets of one or more Member States.

It also applies emergency brake for eggs, poultry, sugar, oats, corn, grains and honeywhich will be triggered automatically if import volumes reach the average annual imports recorded between 1 July 2021 and 31 December 2023. The EC’s Directorate-General for Trade also published these import volumes today.

The Commission is also taking the necessary steps, through consultations with Ukraine under Article 29 of the EU-Ukraine Association Agreement, to agree on longer-term reciprocal tariff liberalisation. This process aims to provide economic security and a stable trading framework to both Ukraine and the EU, as well as to farmers and businesses. It would also represent an important step forward for the recovery and further integration of Ukraine into the EU internal market, with the ultimate goal of securing the country’s future accession to the Union.

The new terms will come into effect from June 6, after the current regime expires on June 5, 2024. They will be in place until June 5, 2025.

EU imports from Ukraine amount to €22.8 billion in 2023, up from pre-war levels of €24 billion in 2021.
