This is a remark made by President Moon Jae-in at a ceremony for the police day on October 21 last year. On that day, President Moon praised the police’s achievements in discovering children at risk of abuse, saying, “The police made an uninterrupted effort to reform themselves this year.” This was the 8th day after the death of 16-month-old adopted child Jeong In-yang (October 13, 2020), who died from the abuse of her adoptive parents.

– Last year, the government conducted a major special inspection saying it will eradicate child abuse. A’special investigation period for the discovery of re-abuse’ was also operated, but Jung In-yang’s subsequent reports of suspicion of abuse were dismissed during that period. Jung In-yang was excluded from the government’s inspection, and controversy about the police’s insolvent response immediately after Jung In-yang’s death was waning. The fact that President Moon praised the police’s hard work in eradicating child abuse at that time clearly shows the current status of the government’s response to the child abuse problem.

It was not without the hard work of the government and the police. In June of last year, the government announced the’Special Inspection Plan for Child Abuse’ as a follow-up measure when child abuse cases occurred in Cheonan, Chungnam and Changnyeong, Gyeongnam. At the time, the Ministry of Health and Welfare said, “We will focus all our capabilities on discovering children at risk of abuse. We will also operate a’special investigation period for discovery of re-abuse’ to eradicate the occurrence of re-abuse.”

To this end, the Ministry of Health and Welfare and the police teamed up with an inspection team with related organizations to look into existing cases of child abuse reports again to check whether child abuse occurred again for five months from June last year. Meanwhile, on October 13, Jung In-i died while undergoing treatment in the emergency room of a hospital in Mok-dong, Yangcheon-gu, Seoul.
