It’s one of Bercy’s major projects. By 2023, the new local network (NRP) must offer a new territorial network of tax centers. This results in the suppression of several treasuries (eight have closed in Moselle in the past three years) in favor of “contact points”.

The latter, an increase of 30% compared to 2017, will have various forms: reception points, France Services homes (which group together several public services), permanence in town hall or in post offices… All with opening hours. limited opening or by appointment. At the same time, management services, without contact with the public, must be reduced. In Moselle, their number goes from nine to five for services to individuals, and from nine to three for services to companies.

A reorganization which makes the teeth of the unions cringe. The latter are mainly retaining the 5,000 positions cut across the country in the next three years. They also denounce a quality of reception degraded for the public.


Reform suspended due to health crisis

The Covid-19 crisis has since passed through there. It urges the public finance department to review its copy. The reform is suspended. Until when ? “It’s complicated to answer. Nothing is stopped. It will, no doubt. But will all operations be able to be done? I do not know. We’ll know more in a few weeks, a few months, “said Xavier Petit, acting departmental director of public finance for the Moselle. The priority now is to ensure minimum service as the 2019 tax campaign has started.

The unions remain cautious, however. “We have no sound, no picture. Our fear is to learn that the project is being restarted overnight. And if that is not done, we will have to explain to local elected officials who have invested in France Services homes that they have paid for nothing, “said Philippe Ostrogorski, Solidarity delegate and spokesperson for the inter-union.

Teleworking becomes the rule

Immediately, the agents reviewed their way of working. Telework is preferred. Reception to the public is suspended. Everything is done by phone. “People call, leave their number, and our agents call them the next day.” Almost 2,000 calls are made every day. “We are able to do more,” says Xavier Petit. The return to normal will be very gradual.
