Ecologists present allegations to the Andalusian Plan of Action for the Climate because “it does not establish ordering” of objectives

The organization Ecologists in Action has presented allegations to the Andalusian Plan of Action for the Climate (PAAC) because “it is a mere proposal that does not establish any type of priority or arrangement of its strategic objectives.”

In a statement, the ecologists explain that this plan is the autonomous community’s general planning instrument for the fight against climate change, contained in Law 8/2018.

The draft of the decree, submitted to public information, does not meet, in his opinion, the demands of the fight against the climatic emergency, accentuated in a community, the Andalusian, which “is going to be very vulnerable” to the effects of climate change.

In addition, environmentalists believe that greenhouse gas emission reduction commitments are “well below” the European Commission’s targets, a 55% reduction in this decade to not exceed 1.5 degrees Celsius ( ºC) in this century and reach a complete decarbonisation in 2050.

The plan establishes municipal plans against climate change, “a necessary tool” for cities to join the reduction commitment and which are mandatory for all localities, but “very few have assumed this commitment of participatory development and the plan has not demands this municipal action “, they affirm.

“The Plan avoids any commitment to act against large industries, responsible for almost half of the emissions in our community, and for diffuse sectors it only establishes generic objectives without any degree of specificity,” they add.

They also criticize that ecological taxation, to transfer the carbon footprint to all products and services, serving as an identification of its contribution to the greenhouse effect and as a stimulus for clean and fair trade, “is ignored by the plan.”

In the allegations of Ecologists in Action, a ‘Citizen Assembly on Climate Change’ is proposed “to reinforce the participation mechanisms contained in Law 8/2018 and to guarantee citizen participation in the decision-making process in a structured way.”

Also the creation of an exclusive fund to help vulnerable groups that will suffer loss of accommodation, to guarantee their well-being and compliance with human rights, with measures for these groups that are especially vulnerable to the effects of climate change.

Finally, Ecologists in Action sets a roadmap for municipalities, with ten actions that allow them to face climate change, while offering responses to the health pandemic.
