Dpcm November 3, the definitive list of shops that remain open in the red areas

In Dpcm November 3 Italy is divided into three macro-areas according to the epidemiological condition from Covid-19. The red areas are those that will have to follow a real lockdown, albeit more “light” than the one experienced in March.

Differentiated measures, when they come into force

After the generalized chaos that broke out in the “red” regions that still did not know at 7.30 pm how they should behave the following day, a note from the government clarified that the differentiated restrictions will come into effect from Friday 6 November to give the various activities the opportunity to organize themselves.

Only on Thursday 3 November, therefore, the new rules introduced by the Dpcm will be the same for everyone, throughout Italy, and will correspond to those indicated for the areas with moderate risk, i.e. yellow (who find the map of the “colored” Regions according to the type of risk).

In the red areas, that is, in the areas with “maximum gravity”, and only here, they are retail commercial activities are also suspended, except for the sale of food and basic necessities identified in the decree, both in neighborhood businesses and in medium and large sales structures, also included in shopping centers, as long as access to these is allowed and without prejudice to closures on holidays and the day before holidays.

They are closed, regardless of the type of activity carried out, even the markets, except for activities aimed at the sale of foodstuffs only.

Instead, newsstands, tobacconists, pharmacies and parapharmacies remain open, in addition to the activities listed below.

Retail

Here are the commercial activities that remain open (the list is contained in Annex 23 of the Dpcm):

  • Retail trade in non-specialized stores with a prevalence of food and beverage products (hypermarkets, supermarkets, food discount stores, mini-markets and other non-specialized stores of various foods)
  • Retail sale of frozen products
  • Retail trade in non-specialized businesses of computers, peripherals, telecommunications equipment, audio and video consumer electronics, appliances
  • Retail sale of food, beverages and tobacco products in specialized stores (Ateco codes: 47.2), including those specialized in the sale of electronic cigarettes and inhalation liquids
  • Retail sale of automotive fuel in specialized stores
  • Retail sale of IT and telecommunications equipment (ICT) in specialized stores (Ateco code: 47.4)
  • Retail sale of hardware, paints, flat glass and building materials (including ceramics and tiles) in specialized stores
  • Commerce to the detail of hygienic-sanitary articles
  • Trade to the detail of machines, equipments and produced for the agriculture and for the gardening
  • Commerce to the detail of articles for the illumination and systems of security in specialized exercises
  • Retail sale of books in specialized shops
  • Commerce to the detail of newspapers, magazines and periodicals
  • Commerce to the detail of articles of cartoleria and supplies for office
  • Commerce to the detail of packages and calzature for boys and babies
  • Commerce to the detail of biancheria personal
  • Commerce to the detail of sporting articles, bicycles and articles for the free time in specialized exercises
  • Sale of motor vehicles, motorcycles and related parts and accessories
