District of Kleve: slump in new building subsidies via KfW loans

The Kreditanstalt für Wiederaufbau (KfW) as the development bank of the federal and state governments supported citizens, companies and municipalities in the district of Kleve with 250.8 million euros in 2022. This was announced by the district of Klever, CDU member of the Bundestag Stefan Rouenhoff. The annual report is clouded by a sharp decline in new construction subsidies in the second half of the year. The reason for this was the ad hoc discontinuation of the successful funding program for the energy efficiency house 55 by Federal Minister of Economics Robert Habeck, a lack of successor regulations and the considerable tightening of the funding conditions for the energy efficiency house 40.

“The significantly tightened conditions for state subsidies for new buildings leave deep marks in the annual balance sheet for the district of Kleve. While builders were supported with energy-efficient construction in the first half of the year with 76.9 million euros, the funding volume fell back to 4.5 million euros in the second half of the year. This corresponds to a decrease of about 94.2 percent. It is incomprehensible why the federal government made state support for builders with new buildings significantly more difficult in times of inflation, rising interest rates and a lack of housing,” criticizes Stefan Rouenhoff.

21 million euros from the KfW home ownership program






In the area of ​​housing and living, there were 548 funding applications and approved funds amounting to 24.1 million euros. Here, the KfW home ownership program, which provides a low-interest promotional loan of up to EUR 100,000 per project for the purchase or construction of owner-occupied homes or condominiums, was the largest item at EUR 21 million. The Baukindergeld, a subsidy for the first purchase of owner-occupied residential property, was approved 125 times. A total of 2.7 million euros in grants were made available in the Kleve district for this purpose. Companies and municipalities were supported with measures to increase energy efficiency with a total of 52.8 million euros.
