At the time when the downtown Rouen offloads about fifteen parking spaces, rue Jeanne-d’Arc, motorists would have reason to envy the motorcycle drivers, who sneak in and sometimes park in the main squares for a race or two. However, these are subject to a stricter regulations than it seems, between the ban on parking in the pedestrian area and of share areas dedicated to bicycles. Kader Chekhemani, parking assistant at the City, takes stock of what it is possible to do, or not, when you own a two-wheeler.
Pedestrian areas, prohibited from stopping and traffic
From the start, he clarifies: there is no “hybridity” of spaces made for two-wheelers: they are either dedicated to bicycles or to motorcycles, never to both. “There are regulations regarding the spacing between the hoops, those for bicycles are too narrow for motorcycles. And anyway, they are not the same hoops. »
Another way to separate parking spaces: “In the station area, for example, the bike racks are on the sidewalk. However, motorcycles are prohibited on the sidewalks, as well as on the pedestrian plateau in the city center [place du Vieux-Marché, rue du Gros-Horloge, etc., NDLR]. “These pedestrian areas, confirms the municipal police, are prohibited to the circulationat the stop and at parking motorized two-wheelers* (which can however be parked in “traditional” spaces, which, contrary to what one might think, are not reserved for cars). More tolerance is applied to bicycles in pedestrian areas, since “they are authorized but at walking speed. Parking is possible there on condition that it does not obstruct the movement of pedestrians.
We have added a lot of hoops for bikes, explains the elected official, on the [anciennes] parking spaces located before a pedestrian crossing. The law has prohibited the parking of cars in this place, so that the motorist can see the pedestrian who is entering.
Signage being installed
To return to the parking lot, Kader Chekhemani informs that the installation of signage is in progress, to avoid any confusion in the future. “For bicycle parking, we are going to put markings on the ground, in particular where there is misunderstanding. There will be no signs, so as not to block the way for people with disabilities. »
For motorcycle parking, signage, which consists of panels, will normally be visible. This is the case on rue Jean-Lecanuet, for example, where an order mentions a parking area located between rue Jacques-Villon and the esplanade Marcel-Duchamp, reserved for motorized two-wheelers, “and exclusively to motorized two-wheelers; not to four-wheeled electric vehicles or bicycles, ”concludes the municipal police.
*The municipal police leave “a window open between 6 and 11 a.m. to allow deliveries, Monday to Sunday inclusive”.
