Deconfinement: the 12 key points of the second stage

Edouard Philippe shows this Thursday May 28 2020 the second stage of deconfinement, which could give rise to some easing from June 2 in view of an improved health situation since the start of the unlocking on May 11. Let’s list the main points that will be discussed.

Green or red?

Currently, four regions (Ile-de-France, Hauts-de-France, Grand Est and Bourgogne Franche-Comté) as well as Mayotte are colored red. Three criteria preside over this classification which imposes restrictions: the circulation of the virus, measured by cases of coronavirus in emergency departments; availability of intensive care beds; and the ability to test. Whereas two and a half weeks after the start of the deconfinement, the indicators are quite satisfactory, could these territories go green? Or at least some of them?

Travel

Travel without a certificate is currently limited to 100 km as the crow flies anywhere in France around his home. Secretary of State for Tourism Jean-Baptiste Lemoyne indicated that this 100 km circle may increase concentrically. It remains to be seen which gauge will be used.

National Education

Only kindergartens and elementary schools, as well as grades 6 and 5 in middle school, have resumed, but at a slower pace: according to the latest figures from the ministry, 20% of primary school pupils and around 30% of the college students concerned have returned to class, rarely full time. The pace could increase from June 2, with a return for the 4th and 3rd.

The government would also like to reopen the lycées, starting with the professional lycées, considered to be priority. Question marks also remain on the organization of the spoken French bac. And on the coming summer.

Cafes, bars and restaurants

While most shops have reopened, cafes, bars and restaurants are keeping their doors closed and are hanging on Thursday’s announcements, hoping for a green light with strict distancing and hygiene conditions. With sunny days, could the terraces also be brought out, including in the red areas?

Campsites

The leading type of accommodation in summer in France, the 8,000 French campsites are pawing while waiting for their activity to resume.

Leisure parks

For the time being closed, the leisure parks could reopen from next Tuesday. Le Puy du Fou has already announced that it will resume on June 11, while the mid-June was mentioned for Futuroscope and Walibi parks.

Parks and gardens

Closed in departments where the virus is actively circulating, parks and gardens are the subject of a passing of arms in Paris between the government and the mayor Anne Hidalgo who pleads ardently for their reopening. If Ile-de-France remains in red, could the government accede to the request of the councilor?

Gatherings

All over, rallies organized on the public highway are limited to ten people, announced the Prime Minister during the first stage of deconfinement. Is it possible to relax in public places? The Constitutional Council had revoked the measure concerning meetings in the homes.

European borders

Restrictions are still in place within the EU, but several countries, including France, Germany and Italy, are pushing for a rapid and coordinated recovery, potentially as of June 15.

Transport

The situation should change little in transport where wearing a mask will remain mandatory “As long as we don’t have treatment”, according to the Minister for the Ecological and Inclusive Transition Élisabeth Borne. Strict distancing rules will be discussed on Thursday, hinting at a possible easing.

However, no reopening of Orly airport is planned before the end of June.

Sport

While several neighboring countries have reopened swimming pools, gyms and fitness clubs under certain conditions, unlocking is also expected in this sector. In France, outdoor physical activities are also subject to strict measures: minimum 10 meters must separate runners and cyclists since May 11.

If Edouard Philippe had whistled the end of the season for the professional championships, some leaders of football clubs are calling for a review of this measure, while the German Bundesliga and Spanish Liga are back on the pitch.

Culture

If the small museums can welcome visitors since May 11, the big museums await their turn for June 2. The performance halls could reopen gradually from June, before cinemas in July, said Tuesday the Minister of Culture Franck Riester.

Decisions could also be made around village halls and multipurpose rooms.
