In its latest issue, the Vif / L’Express investigated “the two companies” of David Clarinval, the current Minister of the Budget. Understand his political enterprise and his other company, Clarinval Constructions, specializing in metal frames. At the end of the investigation, it appears that the latter has intervened several times in projects linked to the commune of Bièvre, which is none other than the commune where David Clarinval is currently mayor (unable to attend). A “complementarity” which raises questions.
According to the weekly, the municipality of Bièvre has ordered or subsidized a series of projects in which Clarinval Constructions participated. In particular, the construction site of the communal room of Graide, that of the changing rooms of the refreshment bar of the Royal Standard Football Club Bièvre as well as that of the covered hall and the clubhouse of the Tennis Club of Bièvre. In all, “331,000 euros of public money came to garnish the turnover of the family company“, writes the Vif.
But, as the Minister explained, it is each time the companies that won the various contracts that made the decision to subcontract part of the work to Clarinval Constructions. In addition, the various projects having been carried out from 2011 to 2014, they preceded the purchase of David Clarinval’s shares in his father’s company. At the time, the politician, who was already burgomaster of Bièvre, was only employed in the construction company. David Clarinval has since become its manager, even though he had to step aside by accepting the post of minister in the federal government.
Despite everything, as explained by Le Vif, the code of ethics of local democracy prohibits “any member of the council and the mayor from taking part directly in any service, collection of rights, supply or award whatsoever for the municipality”. Whether this will harm him remains to be seen.
