Another point of conflict at the constituent meeting of the Veitshöchheim town council was the proposal made by Mayor Jürgen Götz to reduce the number of seats to eight for the decision-making committees.
The municipal council voted in favor of this with 14 against six votes. It concerns the main committee, which also functions as a works committee for the municipal utilities and in the summer as a vacation committee, and the personnel committee.
Contradiction to the requirement of mirror image
This brought Winfried Knötgen (UWG) on the map, whose local association had given the ultimate goal when introducing the candidates for the elections to prevent the absolute majority of a party. That is exactly what has now happened. The CSU has the absolute majority in the two committees with four seats and the mayor’s vote.
Knötgen referred to a ruling by the Administrative Court of Regensburg in 2014, from which it emerges that, according to the principles of representative democracy and the right to vote, committees should in principle be a scaled-down image of the plenary, and it contradicts the principle of mirror image if one parliamentary group in the plenum only has one simple majority, but have an absolute majority in committee.
Knötgen proposed that the number of committee members be set to seven, since the CSU would then have four out of eight votes with the mayor’s vote and there would no longer be an absolute majority. In the event of a tie, an application is deemed to be rejected.
1990 no problem with the understanding of democracy
The mayor and CSU spokesman justified the number of eight members by saying that such a situation had already existed in 1990, when the SPD provided half of the committee members and the mayor without a majority in the town council. Zenner said: “Back then, the whole thing was no problem with the understanding of democracy.”
The main, work and vacation committee includes Jürgen Arntz, Oswald Bamberger, Simon Kneitz and Marc Zenner (all CSU), Christina Feiler and Günther Thein (both Greens), Ute Schnapp (SPD) and Stefan Oppmann (UWG). Steffen Mucha, Andrea Knorz, Petra Doßler and Joachen Müller (all CSU), Josefine Feiler and Bernhard von der Goltz (both Greens), Marlene Goßmann (SPD) and Stefan Oppmann (UWG) are represented on the Personnel Committee.
The auditors are Steffen Mucha (Chairman), Jochen Müller and Marc Zenner (all CSU) as well as Günther Thein (Greens), Marlene Goßmann (SPD) and Winfried Knötgen (UWG). Marc Zenner, Günther Thein, Elmar Knorz and Winfried Knötgen were appointed as supervisory board members for Mainfrankensäle GmbH.
