A potential of 44 thousand general practitioners ready to administer doses of the anti Covid vaccine to which the State should guarantee a loan of about 60 million (or 12 euros for complete immunization, practically following the rate of the agreement).
The National Memorandum of Understanding was signed between the Government, the Regions and the trade unions of family doctors Fimmg, Snami, Smi and the Union Agreement for their involvement in the anti-covid vaccination campaign.
The agreement
First of all, the agreement specifies that “the audience of subjects to be vaccinated by general practitioners, in relation to the age group, pathologies, chronic situations, the effective availability of vaccines, as well as the logistical methods / organization for the conservation and administration of the vaccine ”will be governed by regional agreements.
The supply of vaccine doses
As regards the supply of vaccine doses for each general practitioner “this must take place in certain times and in quantities such as to allow each doctor the possibility of guaranteeing vaccine administration to their patients, in line with the different phases of the campaign vaccination and related target audience “. The aim is to avoid the shortcomings of the last flu vaccination campaign.
The vaccine platform will be used
The Protocol then provides that “the updating, in real time, of the” vaccination register “must be guaranteed. For this reason, the already active national platform will be used, which will be “appropriately integrated with that ordinarily used by GPs who are required to record the vaccinations carried out in real time. Pending the integration of the platforms, for the transmission of data, doctors must comply with the technical indications provided by the region or PA “.
The place of vaccination, even at home
As regards the place of vaccination, the convention already governs everything so that “where the organizational and logistical profiles of the anti Covid-19 vaccination to be carried out by general practitioners do not allow vaccination in the offices of the MMG, in relation to the absence of administrative and nursing staff, the professional intervention of general practitioners at the premises of health authorities (vaccination centers) in support or at the patient’s home is envisaged, to be regulated in regional agreements “.
Where will the doses come from?
To ensure “the supply of vaccines and auxiliary and consumable materials, according to the methods that will be identified at the regional level, taking into account the conservation characteristics of the individual vaccines and the availability of conservation, transport and safety tools, also taking into account the ordinary vaccination management channels as well as of the population that the MMGs will have to vaccinate, according to the provisions of the regional vaccination plans “, will be the structure of the extraordinary Commissioner Covid-19.
… And financing
As regards the issue of financing, the Protocol states that it “is borne by part of the national health fund. Therefore, the assignment of anti Covid-19 vaccinations to MMGs requires additional funding to supplement the national health fund. The funding will be progressively defined on the basis of the progress of the vaccination campaign and the objectives and targets assigned to the mmg. To this end, the Government is committed to adopting one or more emergency measures for the allocation of the resources necessary to cover the costs deriving from the execution of vaccination quantified on the basis of the remuneration recognized by the current ACN “. In short, to date there is no financial commitment and in addition the consideration to doctors will be governed by regional agreements, without prejudice to the minimum fee of about 6 euros provided for in the agreement.
How much will the doctors earn for the administrations
According to the calculations of the commissioner structure, the majority of citizens will be vaccinated by the staff hired with the tenders of the temporary companies in addition to those already employed. However, it should be specified that such personnel will not be sufficient to vaccinate all Italians: around 5 million people would be missing. And this would be precisely the share of citizens who should vaccinate family doctors and for which the State should ensure a financing of about 60 million euros (or 12 euros for complete immunization, practically following the rate of the agreement). Basically, apart from the basic rate, the individual regions will have to contribute to any differences for higher remuneration.
