These are the measures provided for in the draft circulated on Tuesday and which should have been confirmed:

In any case, it is strongly recommended to all natural persons, for the whole during the day, not to travel by public or private means of transport, except for work, study, health reasons, situations of necessity or to carry out activities or use unsuspended services “.

Measures in effect from 5/11 to 3/12 – “The provisions of this decree are applied from the date of November 5, 2020, replacing those of the decree of the President of the Council of Ministers October 24, 2020, and are effective until December 3, 2020”.

Dpcm draft, stop moving in scenario areas 3 and 4 – In high-risk areas that fall into scenarios 3 and 4 indicated in the ISS document – those characterized by a scenario of high severity and those in which there are situations of “maximum severity” – “any movement in and exit from the territories “. The measure – which will be adopted by ordinances of the Minister of Health – can concern entire “Regions or parts of them”. The difference between the areas that fall under scenario 3 and those that fall into scenario 4 lies in the fact that in the latter, movements “within the same territories” are also prohibited, therefore at the municipal and provincial level.

Measures in agreement with Regions valid for 15 days – The “further contagion containment measures” in the Regions, or in part of them, which fall into risk scenario 3 or risk scenario 4 come into force “with an order adopted by the Minister of Health in agreement with the president of the Region concerned “. The verification by the Ministry of Health of the assumptions that place a Region in scenario 3 (“high severity and high risk level”) or in scenario 4 (“maximum severity and high risk level”) takes place with “at least weekly frequency”. The ordinances “are effective for a minimum period of 15 days and in any case no later than the effective date of this decree”.

For high-risk areas, therefore in the orange areas, shops remain open but bars and restaurants close. Also limited in these areas “any movement by public and private means of transport in a municipality other than that of residence” except for work, study, health and necessities.
