The 4 phases of the vaccination campaign are composed as follows:

Phase 2: people aged 60 and over, people with frailty of all ages, socio-demographic groups at higher risk of serious illness or death, high priority school staff.
Phase 3: school staff, workers of essential services and settings at risk, prisons and community places, people with moderate comorbidity of all ages.
