9:25 am – China bans entry to foreigners arriving from the UK

China today suspended the entry into the territory of foreign passport holders arriving from the United Kingdom, given the rapid increase in cases of Covid-19 in the European country. The measure covers holders of visas or residence permits, except for diplomats.

Foreigners wishing to travel to China from the United Kingdom for essential reasons must apply for a visa for special cases at Chinese consulates. The Chinese embassy in London said the suspension would be “assessed according to developments.”

China has largely contained the spread of the new coronavirus within the country, but continues to record imported cases. In the last 24 hours, there were 20 new infections from abroad.

In September, China again allowed foreigners to enter the country with a valid residence permit, without the need to apply for a new visa.

The measure covers residence permits valid for three categories: work, personal affairs and family reunification. The other restrictions on the entry of foreigners into the country announced in March remain in force, particularly for tourists.

On March 26, China practically closed its borders and only allows foreigners to enter the country in cases considered essential. Anyone entering the country must complete two weeks of quarantine at a center designated by the authorities and present a negative result in the Covid-19 test, carried out before the trip to China began.

9:20 am – 43 people fined in five days for not wearing a mask on the street

The measure went into effect last week. The data from the Ministry of Internal Administration to which Antena 1 had access also shows that, since June, more than a thousand people have been fined for not wearing a mask in transport, and also in closed places where this is mandatory.

9h15 – SNS starts to turn to the private sector

Tightened by the increase in admissions by Covid-19, the National Health Service is now starting to turn to the private sector. In recent days, agreements have been signed, for example, with the CUF group and also with the Lusíadas.

Luís Drummond Borges, administrator of Lusíadas Saúde explains to Antena 1 that they will receive patients infected with the new coronavirus, but also patients who are currently hospitalized with other pathologies.

In the north, the Hospital de Gondomar was the first private hospital to receive Covid 19 patients, in this second wave. More than 20 infected people were referred to this unit, due to the lack of response capacity at the public hospital in Penafiel.

8:55 am – Russia records 19,404 new cases and 292 deaths

New Delhi currently has more than 37,000 active cases, in what is considered the worst wave of the disease in the city since March, at a time when the daily balance at the national level has been falling. The Indian Ministry of Health attributed the increase in cases in the capital to the season of religious festivals, warning that the situation could worsen due to increased pollution.

Minister of Health heard in Parliament

The Minister of Health is heard today in parliament on the proposed State Budget (OE) for 2021, which foresees for the sector an increase of about 500 million euros compared to the estimate of 2020.

According to the Government figures, the Health budget will grow by 4.1% and a consolidated expenditure of more than 12 billion euros.

Among measures registered in the OE2021, the executive proposes the hiring of 4,200 professionals for the National Health Service (SNS) and 261 for the National Institute of Medical Emergency and the attribution of a risk subsidy in the maximum amount of 219 euros to professionals of working in areas dedicated to the pandemic.

The primary health care units of the NHS will have a reinforcement of up to 90 million euros and these services are now exempt from user fees. Respiratory protection masks and disinfectant gel will continue to be subject to the reduced VAT rate.

During the general debate in the Assembly of the Republic, Marta Temido accused the parties that vote against OE2021 of giving up on improving the NHS, which, in the face of the covid-19 pandemic, “showed resilience and will continue to do so with new responses” .

PSD, BE, CDS-PP, Chega and Liberal Initiative voted against the Government’s proposal, which was generally approved on October 28 with only the favorable votes of the PS and abstentions from PCP, PAN, PEV and non-registered deputies Cristina Rodrigues and Joacine Katar Moreira. The document will be subject to a final global vote on November 26.
Record number of deaths in Portugal

Hearing comes at a time when the epidemic continues to break records. The latest epidemiological bulletin points to 59 dead, a record number of deaths from covid-19.

Macroeconomic forecasts

The European Commission publishes its macroeconomic forecasts for autumn, at the time of the second wave of covid-19, and is expected to worsen GDP forecasts and foresee a slower recovery of the economy due to the worsening health situation.

With several countries in the European Union (EU) once again imposing restrictive measures to try to stem the resurgence of infections with the new coronavirus – such as new feedlots and the closure of commercial and catering establishments – the community executive updates his projections for the economy, that have been aggravated since the pandemic declaration in March.

In the latest economic forecasts, the summer interim, the European Commission revised downwards compared to previously forecasted projections for the eurozone economy this year due to the covid-19 pandemic, starting to estimate a contraction of 8.7% of GDP Gross Domestic Product (GDP).
