Serious figures for payments without public procurement were presented by the caretaker government. For the period from the beginning of 2019 to April 30 this year, public companies have signed contracts for a little over BGN 20 billion. Of these, almost BGN 8.7 billion were distributed without public procurement. Infrastructure projects were mainly financed, with the most money given for the construction of the Hemus highway.

The finance minister has figured out what these billions correspond to and what they could have been used for.

“What we spend as a state – these are all pensions for 9 months. They are distributed to our companies without an order. There is no money from 2008 to update the pensions, but we have to distribute BGN 8 billion to companies without orders “, explained Asen Vassilev.

“These are loopholes in the law that allow for huge funding without tenders,” Kutev explained.
