Coronavirus. School, masks, transport, tests… The conditions for deconfinement are clarified

The French government is working this Monday, April 27 on the final arbitrations to refine its perilous deconfinement plan faced with an epidemic of Covid-19 which left nearly 23,000 people dead in the country. Edouard Philippe will present the plan decided on Tuesday afternoon, before the deputies. But already, some options seem activated.

Who will be tested?

The Scientific Council recommends screening all people with symptoms using RT-PCR tests to determine if a person is infected at the time of the test (nasal swab using a swab). The objective announced by the government is to be able to carry out 500,000 to 700,000 tests per week, from May 11. Is it possible ? Last week, only 165,000 tests were completed.

What isolation?

If the test is positive, the person should then be isolated for two weeks after the onset of symptoms. The Scientific Council recommends two destinations, already suggested by Édouard Philippe last week. Either at home, at the risk of infecting other family members: This risk varies from one household to another depending on the characteristics: size of the dwelling, number of people, presence of vulnerable people, note the experts.

Either in dedicated places such as requisitioned hotels. In Ile-de-France, in Perpignan, Calvi and Poitiers, establishments are already participating in such a scheme. Isolation in a dedicated structure should be preferred when possible, specifies the Council.

Where can we get around?

With deconfinement, urban and peri-urban transport will intensify. To limit the impact and avoid saturation of public transport, experts recommend a staggered schedules of employees, added to the maintenance of telework.

And between regions? The Scientific Council considers that containment by region would be difficult to achieve. If he says nothing about car travel, he recalls that the interregional public transport must be allowed “as long as the barrier measures are respected. Finally, he strongly advises against all types of travel abroad until the summer: travelers would be exposed to quarantine measures on arrival in a country as on return to France.

What protections at work?

Again, the Council recommends a gradual resumption of activity. Maintain telework, when possible, in businesses and administrations (with business continuity plans). For others (traders, artisans, etc.), it is recommended to scrupulously apply the rules of social distancing and the wearing of masks in shops and workshops.

What about schools?

In a second note, the Scientific Council noted the political decision government to send some of the students back to school on May 11. This was clearly not the opinion of the Council which would have preferred that the crèches and educational establishments remain closed until September.

Faced with this resumption announced by Emmanuel Macron, experts recommend however, the compulsory wearing of a mask in middle and high schools, for pupils and staff alike. And, If it’s possible, that the students all have lunch in class, at their desks which must be set aside one meter in class.
