Coronavirus in Poland. Care allowance should be reinstated – an appeal from the Łódź authorities

From September, 18,000 children should return to classes in kindergartens in Łódź. – The restrictions related to the COVID-19 pandemic mean that there will be no place for even half of the preschoolers – the Łódź magistrate is alerting. And it urges the government to restore the additional care allowance that was introduced due to the pandemic for parents whose children will have to stay at home.

There are 146 kindergartens in Łódź. Before the pandemic, they were able to accept 18,000 children.

– The obligation to maintain social distance resulting from the regulations makes it impossible to accept all the little ones – emphasizes Małgorzata Moskwa-Wodnicka, vice-president of Łódź.

According to the calculations of Łódź officials, there will be room in the facilities for about 8,000 of the 18,000 youngest who have a place in public kindergartens. Therefore, the vice-president of Łódź asked the head of the Ministry of Education to restore the additional care allowance introduced due to COVID-19 for parents of the youngest children as soon as possible.

– Not everyone can ask their grandmother or grandfather for help, not to mention hiring a nanny, hence it is necessary to secure a benefit – underlines Moscow-Wodnicka.

In uncertainty

Piotr Bors, director of the Department of Labor, Education and Culture at the City of Łódź Office, emphasizes that keeping the sanitary distance among the youngest is simply impossible.

– In the case of three-, four- or five-year-olds, it cannot be done, because there is no child who will sit in one place for more than a few minutes. In this situation it is known that not every child will go to kindergarten and these parents should be supported in the form of an allowance – says Bors.

The Lodz local government points out that directors of public institutions two weeks before the start of classes have many questions and few answers. Among other things – as Małgorzata Moskwa-Wodnicka points out – it is not possible to indicate which children should be adopted first.

– Kindergarten principals now have a huge organizational problem, because they have to inform parents which group their child will go to in September. And how are they to do it, if they do not know what restrictions will apply? And how many children will they take? – asks the vice president of Łódź.

Restrictions

In Łódź, almost all kindergartens are open for the first time in the summer, only 33 out of 146 are not working because they are being renovated. In total, there are 4 thousand. places, and the classes are attended by about 2 thousand. toddlers.

The epidemic threat made it necessary to limit the number of places in kindergartens and to adapt the institutions to sanitary requirements. On July 2, the Chief Sanitary Inspector updated sanitary guidelines for kindergartens: first of all, kindergarten groups can have a maximum of 25 people. In institutions, the area of each room intended for a collective stay of a group of three to five children should be at least 16 square meters. In the case of a larger number, the area is increased for each additional child: by at least 2 square meters, if the stay does not exceed five hours a day, and in the case of a longer stay – by 2.5 square meters.
