Coronavirus in Poland. A former respirator arms dealer sold the masks to Orlen

The E&K company, which failed to fulfill the contract for the supply of respirators for the Ministry of Health, was at the same time trading masks with PKN Orlen. The ministry does not want to disclose the amount that Andrzej Izdebski, president of E&K, who dealt in the arms trade in the past, is in arrears.

We have been writing about the problems with the purchase of respirators from the E&K company in tvn24.pl from the beginning of June. On April 14, the Ministry of Health signed a contract with Andrzej Izdebski, the president of the Lublin company, for the supply of 1241 respirators from Korea, China and the United States. The contract was worth about PLN 200 million, of which the businessman received about PLN 154 million.

In the past, Izdebski dealt in arms trade, including its transfer to countries covered by embargoes, where there were war conflicts. In the registration documents of his companies, he boasted about cooperation with Polish state-owned producers of weapons and weapons (a representative of the Polish Armaments Group denied in our pages that from 2015 companies associated with PGZ had anything to do with Izdebski’s businesses).

Neither on the Internet nor in the company documents of the entrepreneur there is no trace of his interests in the medical industry. Izdebski himself in an interview with tvn24.pl said that he was involved in the export of medical equipment.

He did not return 70 million. The ministry is silent

With the pandemic, E&K first offered ventilators to the Ministry of Health. MZ representatives explained that Andrzej Izdebski, despite the lack of any experience in the medical industry, promised the fastest delivery times for equipment necessary in the fight against COVID-19. The businessman from Lublin did not meet any deadline specified in the contract. Initially, he managed to deliver 50 German devices, different from those specified in the order. Finally, the Ministry of Health received 200 devices from E&K, some of them after the term of the contract, i.e. after June 30.

Therefore, the Ministry of Health demanded a refund from Izdebski. According to information obtained by us from the ministry, on July 22, Izdebski, including penalties and interest, was behind with the reimbursement of approx. PLN 70 million. On August 3, we sent an email to the MZ Communication Office with a request for up-to-date calculations of arrears from E&K. Despite multiple reminders until Tuesday, August 18, we did not receive a reply.

Masks instead of respirators

It turns out that at the same time when Andrzej Izdebski tried to deliver respirators to the Ministry of Health, his company was trading masks with the state-owned oil company PKN Orlen. For the first time, we wrote about the fact that E&K wants to bring masks to Poland at the end of June. At that time, the Office for Registration of Medicinal Products, Medical Devices and Biocidal Products informed tvn24.pl that E&K had not fulfilled the obligation to report respirators imported to Poland, but the URPL received a notification regarding disposable medical masks. “Due to some formal deficiencies contained in the notification, the Office called the applicant to supplement them. The case is pending” – informed Jarosław Buczek, URPL press spokesman, on 25 June.

Michał Szczerba, a member of the Civic Coalition, accidentally found a trace of masks brought to Poland by Andrzej Izdebski. – On August 1, on my way to Powązki, at the Orlen station near the cemetery, I wanted to buy disposable masks. When I started looking at them, I realized that their distributor was a company from Lublin I know, says Szczerba, who, together with another member of the Civic Coalition, Dariusz Joński, has been controlling purchases of MZ for many weeks.

– In my opinion, there is a suspicion that the funds from the ministry, allocated to the fight against the pandemic, are used by a private company to do business with state-owned companies. Therefore, we submit to the prosecutor’s office the extension of our application for the possibility of committing a crime with “covid” purchases. We want to find out where the money from the Ministry of Health is flowing out, who rotates it and why nobody controls it – says Szczerba.

In response to a parliamentary question regarding masks provided by a former arms dealer, PKN Orlen hid a trade secret. More or less the same press office of the company reported to tvn24.pl: “We would like to kindly inform you that all purchasing processes carried out within the entire ORLEN Group are carried out in a transparent manner, in accordance with the applicable provisions of law. However, we do not disclose detailed information regarding cooperation with contractors or purchasing processes due to the fact that they are covered by business secrets. ”

He has finished cooperation

The fact of doing business with Orlen was confirmed by Andrzej Izbebski in an interview with tvn24.pl. He stated that he did not remember when he started this cooperation with a state-owned company, but ended it three months ago. As he declared, he provided PKN Orlen with other masks than those reported to URPL in June. He did not want to answer the question of how much money MZ still owes, or when he intends to return it.

Janusz Cieszyński, responsible for purchases, resigned from the position of deputy health minister on Monday. It was he who signed a contract with E&K for the supply of respirators, which the Lublin company failed to fulfill. According to unofficial information from tvn24.pl, Cieszyński’s resignation may be related to the investigation of the District Prosecutor’s Office in Warsaw, which is investigating possible irregularities in the purchase of respirators, masks and protective helmets.
