Update, April 22, 2:26 p.m .: Significant losses expected in Saxony’s automotive industry

Saxony’s Minister of Economics Martin Dulig (46, SPD) expects the automotive industry in Bavaria to suffer significant losses. “Of course you will have to show a significant corona-related decline in the industry balance sheets for the first half of 2020 in a few months,” he said on Wednesday in Dresden before resuming production at VW in Zwickau.

Short-time work and extensive aid programs from the EU, the federal government and the Free State for companies would help to survive such serious temporary crisis periods somewhat unscathed. “All of this makes me confident that we will find our strength back in a few months.”

The vehicle plant in Zwickau resumes production of the ID.3 electric vehicle on Thursday. It is the first of the German Volkswagen locations of this type to gently ramp up production again.

With the “Denkzeit” scholarship program, the Ministry of Culture supports freelance artists in Saxony who have experienced existential difficulties due to the Corona crisis. As of now, applications for grants of € 2,000 each can be requested from the cultural foundation of the Free State, said Minister of Culture Barbara Klepsch (54, CDU) in Dresden on Wednesday.

A total of two million euros have been approved for the funding.

“The program should offer them the necessary freedom to use creative approaches to bridge this exceptional social and cultural situation,” said Klepsch. The scholarships are granted as a one-time grant for a period of two months in the fields of performing and visual arts, music, literature and film.

A simple application process ensures that the money arrives quickly at those affected.

According to foundation director Manuel Frey, research and conceptual work or ideas for artistic reflection on the crisis can be promoted as well as exploring digital interaction techniques, testing virtual event formats or restructuring work processes.

In the wake of the relaxation of the new Corona Protection Ordinance, the Verkehrsverbund Oberelbe (VVO) is expanding its offers in S-Bahn and regional transport after several weeks of restrictions. This will also ensure more distance in buses and trains, as the company announced on Wednesday. All passengers are asked to abide by the obligation to wear a nose and mouth protection in local traffic.

The S-Bahn S1 runs every half hour on weekends and public holidays to Bad Schandau, with every second trip going to Schöna. On Sundays and public holidays, trains run from Dresden Central Station to Saxon Switzerland and the S2 also on Saturdays between Pirna and Dresden Airport.

Regional traffic starts on Saturday with the summer timetable and more departures on important bus routes to the valleys of Saxon Switzerland on school days. The Kirnitzschtalbahn as well as hiking and bicycle buses are back in operation. In this way, visitors could be evenly distributed in the national park and large accumulations avoided, it said.

The narrow-gauge railways, the regional night lines, cross-border trips to the Czech Republic as well as bicycle buses and leisure lines in the Elbe and Lusatian Lakeland remain out of service. The Dresden mountain railways and most Elbe ferries operate according to the winter timetable.

Update, April 22, 1:50 pm: Saxon breweries badly affected by the corona crisis

The German breweries are suffering from the corona crisis. On the International Beer Day this Thursday, they paint a bleak picture for 2020. Draft beer sales slumped almost completely in March. Although the large breweries recorded an increase in sales of bottled and canned beer, this could not compensate for the failures due to the closure of the catering trade and the cancellation of popular festivals and major events such as the European Football Championship and the associated lack of draft beer sales.

“There will be no catch-up effect here,” says Barbara Sarx-Lohse, managing director of the Saxon Brewers Association. It is therefore important that there is quick, unbureaucratic help for the catering trade and the small pub breweries. “Only then will many inns be able to reopen after the crisis,” emphasizes Sarx-Lohse. Exact figures on how the corona pandemic has affected the breweries since March are not yet available.

Update, April 22, 12:05 p.m .: Dresden Covid-19 patient released from France

The first of the French Covid 19 patients at the Dresden University Hospital was discharged on Wednesday. The 52-year-old from Alsace had been in intensive care for 20 days and was temporarily put into an artificial coma.

His condition has improved so much that he can return home, said intensive care doctor Peter Markus Spieth. An extensive rehabilitation phase now follows for the man. His neighbor, a 50-year-old Alsatian, was of course sad.

However, Spieth assumes that he too can leave the hospital in the next few days. A total of twelve Corona patients from Italy and France are treated in Saxon clinics. Two other Italians have died.

The budget and finance committee of the Saxon State Parliament released more than half a billion euros for Corona aid on Tuesday evening. The money flows into the economy, where the need is great, but also into the social sector, as the Green Group leader and finance expert Franziska Schubert said on Wednesday.

Small entrepreneurs, small and medium-sized businesses in agriculture and horticulture with high income losses are taken into account.

Additional funds are available for sports, culture and education, as well as to support those in employment who have lost earnings due to quarantine measures and the closure of daycare centers and schools. “This is another step to cushion social hardship,” said Schubert.

Saxony’s schools are slowly filling up again: after graduating from high school, the final classes at high schools, vocational and special schools are returning after a forced break of several weeks due to the corona crisis. However, there are no regular lessons, the focus is on the preparation for the upcoming exams. According to the Ministry of Culture, a total of around 60,000 students in Saxony will then go back to school.

The Greens made a statement on the budget ban that was imposed by the city of Dresden today.

Update, April 21, 6:04 p.m .: According to suspected corona fraud – SAB changes payment procedure

After the appearance of fraudulent websites for applying for emergency corona aid for companies in Saxony, the Sächsische Aufbaubank (SAB) changed its payment procedure. An intermediate level has now been introduced, Minister of Economics Martin Dulig (SPD) said on Tuesday.

With the approval, every applicant now receives a payment request that must be signed by hand. The grants are only paid out after a countercheck and the comparison of the account numbers. It is no longer possible to pay within 24 hours, says Dulig. “But safety comes first at this point.”

On Friday, Saxony temporarily stopped the payment of federal relief grants for the self-employed and companies in the Corona crisis. Unknown persons had previously tried to access company data with a “fake page”. Bank and police reacted quickly, so that from today’s perspective no damage was done, said Dulig.

SAB has received 66,380 applications for federal emergency aid, 53,400 of which have been approved with a volume of around 438 million euros. Around 16,300 applications have so far been received for the state-owned loan “Saxony helps immediately” – almost 8000 with a volume of 263 million euros have been approved.

In a Radeberger nursing home, three other patients died who were infected with the coronavirus. The Landratsamt Bautzen announced on Tuesday. The number of people who died in connection with the coronavirus in this home rose to seven.

The procurement of protective equipment poses major challenges for the Free State. It is “a daily worry” whether deliveries will arrive, said Jens Naumann, head of the so-called “Task Force Procurement” of the Saxon Ministry of the Interior, on Tuesday in Leipzig.

At the logistics company Kuehne and Nagel Protective masks, glasses, smocks and disposable gloves have been collected centrally in Leipzig since the end of March and distributed to hospitals, schools, the police and nursing homes all over Saxony as needed.

The Ministry of the Interior assumes that 15 million medical protective masks will be needed in Saxony in six months. Because delays in deliveries from China must be expected, the Free State ordered 16.5 million masks of protection class FFP2.

So far, however, only one million medical protective masks have arrived at the central warehouse in Leipzig.

Saxony wants to support training companies affected by the Corona crisis with a grant. The help companies should be granted in short-time work and with up to 250 employees, said Economy Minister Martin Dulig (SPD) on Tuesday after a meeting of the cabinet.

The new funding guidelines stipulate that the respective training allowance will be paid over a period of six weeks – up to the right to short-time allowance.

“We want to protect our trainees from layoffs as well as to support training companies and to quickly relieve those who are affected by short-time work from the wage costs for their trainees,” said Dulig. He expects between 5500 and 9000 companies to use the service. Around ten million euros are available.

The number of violations of the Infection Protection Act has risen to a “peak”, according to Interior Minister Roland Wöller (49, CDU).

While the police have registered between 100 and 200 violations per day in connection with the Corona Protection Ordinance, there were more than 500 on Monday. He explained the increase with reference to the demonstrations in Dresden, Chemnitz and Leipzig, among other things.

In Dresden there were protests against the Pegida rally. Among other things, the minimum distance was not observed and the corresponding fines were imposed. Meetings are prohibited in principle, there are exceptions because of the constitutionally high quality of freedom of assembly in individual cases, said Wöller.
