ROME. Inputs from China yes, from the United States no. The presidency of the EU Council is gathering the reactions of all the capitals on the provisional list of non-EU countries against which, starting next Wednesday, the travel restrictions in force since March should be removed. The presidency, now in the hands of Croatia, will only approve written procedure if it has reasonable certainty that it has a majority in favor. If not, the permanent representatives of the Member States should return to Coreper already tomorrow. The written procedure is used in the Council for reasons of urgency, for example if the failure to adopt a Council act by a specific date would create a legal vacuum, or when a certain act must be adopted by a certain date, but not a Board meeting is planned or cannot be organized in good time.

The list
The provisional list of countries to which borders should be reopened from Wednesday, closed since last March, includes first of all China, provided that it ensures full reciprocity, and also Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay.
