The Ministry of Communication and Information (Kominfo) revealed the reason for the blocking of the PayPal digital financial service platform. The reason, because PayPal has not registered for Private Scope Electronic System Operator (PSE).
Even though the Ministry of Communication and Information has given a letter to the PayPal related to PSE registration. However, until the end of the PSE registration deadline, it is known that there has been no response to the letter sent by the government.
“The others just registered last minutes. That’s proof that Amazon, what we’re worried about, even registers the last minutes. They can’t go online, they send the data via email,” explained the Director General of Informatics Applications at the Ministry of Communications and Information Technology (Kominfo), Semuel Abrijani Pangerapan. to detikcom, Saturday (30/7/2022).

“Here’s this (PayPal) just don’t respond to our mail. We all sent letters,” he said.
The man who is familiarly called Sammy also said that PayPal does not even have a license at Bank Indonesia. So indeed every online payment system, even financial services, must be licensed at BI and registered as a PSE.
“Not yet! (PayPal registered for PSE), not only has he not registered, two he didn’t get permission from BI later because he included the payment gateway as well as the OJK financial system,” he said.
Sammy emphasized that the BI and PSE licenses must be fulfilled by PayPal. This rule is also believed to be carried out by other countries.
“So ‘and’ yes not ‘or’ BI and PSE permits must be carried out as financial service providers. Financial services in each country are regulated. So I also deeply regret that too,” he said.
