Bogotá DC, December 13, 2023. In the final stretch of the legislature in the Congress of the Republic, the First Committee of the House of Representatives gave a boost to the draft statutory education law by approving the articles in the first debate, with absolute majorities.

During the day, the last 6 articles of the statutory bill were voted on, related to the duties and obligations of the State and students, peasant and rural education, higher education, adaptability to develop curricular programs that guarantee learning achievements, and extraordinary powers.

“Education is the basis of the National Agreement that the President of the Republic, Gustavo Petro Urrego, has proposed. I thank the First Commission of the House of Representatives for the majority support for the articles of the statutory bill. It generates hope for the country see advance a legislative project that has managed to integrate the voices of the regions and all political parties. For his part, the Minister of the Interior, Luis Fernando Velasco, stated that “the great reform to education can be carried out by this Congress by stipulating good principles in this statutory law. The best investment we can make as a society is in the education of the future generations of Colombians,” said the Minister of the Interior, Luis Fernando Velasco.

The draft statutory law aims to regulate the fundamental right to education at all levels, in line with the international commitment of the United Nations 2030 Agenda for Sustainable Development which raises, in SDG4, the challenge of “ensuring inclusive, equitable and quality education, promoting learning opportunities for all.

This initiative seeks:

  • Regulate the fundamental right to education at all levels.
  • Expand initial education and preschool from the first months of life to 6 years of age.
  • Increase coverage, with emphasis on the territories with the greatest lags.
  • Promote comprehensive training and an extended day that includes arts, sports, programming, bilingualism, science and innovation.
  • Integrate citizenship and socio-emotional training in schools that provides values ​​and allows them to build human relationships.
  • Compulsory secondary education and immediate transit programs that facilitate access to higher education to guarantee complete educational trajectories.
  • Improve educational infrastructure, prioritizing rural areas to contribute to closing gaps.
  • Strengthen teacher training to help them improve their pedagogical practices.
  • Promote rural education relevant to the territory.

To address educational inequality in Colombia, the National Government is prioritizing rurality and the territories where there are more lags, recognizing the particularities of each region and promoting educational projects that contribute to the quality of life of students and their families, while community well-being and local development.

“We are sowing the necessary conditions so that new generations of Colombians can enjoy their right to quality education, which allows them to have a happy childhood, a prosperous youth and a dignified life,” concluded Minister Aurora Vergara Figueroa.

The discussion on the draft statutory education law will continue next year in the Plenary Session of the House of Representatives of the Congress of the Republic.
