The document, called the Glasgow Climate Pact, was adopted on Saturday evening by some 200 international delegations after two weeks of tense negotiations.
In it, countries commit themselves make more ambitious commitments to reduce greenhouse gas emissions starting next year.
The text calls on developed countries by 2025 to at least double their collective contribution to climate change adaptation finance from 2019 levels for adaptation in developing countries. It does not mention a specific mechanism to compensate poorer countries that are already suffering from global warming.
V The text mentions for the first time the need to tackle the problem of coal and fossil fuels, which are responsible for the vast majority of greenhouse gas emissions. It says countries are not obligated to accelerate efforts to phase out coal without a (carbon dioxide) capture system and ineffective fossil fuel subsidies, but should “phase out” its use. Before the vote, the Swiss delegation stated that it was “disappointed with this change”.
The pact has received criticism from experts who say that this document will not help reduce emissions to the required degree.
