According to Vladmír Dzurilla, the government’s commissioner for IT and digitization, for whom data is converging and the system is in charge, the government meant only the re-closure of businesses and services, not the introduction of veils.

When the project was launched at the beginning of May, the Minister of Health Adam Vojtěch (for YES) and the people around him claimed that, thanks to him, he would no longer have to implement comprehensive measures. However, almost three months later, despite clever quarantine, widespread measures are returning. And this is what sparked the discussion about the functionality of the system again.

For example, according to Friday’s statement by Jan Konvalinka, Vice-Rector of Charles University for Science and Research and Biochemist for Czech Radio, it is currently not possible to talk about clever quarantine at all.

“It was supposed to mean the deployment of IT technologies, smartphones and the like. That didn’t happen at all. And I don’t think anyone will try it anymore. A good old epidemiology would suffice if it were done quickly and efficiently. I’m afraid there aren’t enough people, we don’t have enough capacity. Which, half a year after the onset of the infection, is quite a depressing finding, “said Konvalinka.

And in the light of current events, the parliamentary opposition has also joined the government again, warning for a long time that the quarantine system is not working as it should, something needs to be done about it and that the government has not managed the situation.

Dzurilla: It was all about lockdown, not veils

However, the Government Commissioner for IT and Digitization and the Head of the National Agency NAKIT (National Agency for Communication and Information Technologies note. ed.) Vladimir Dzurilla. His agency is in charge of the technological security of the project and data management.

“It has always been argued that clever quarantine will help to prevent the introduction of widespread equipment, I don’t mean drapes, but to keep the economy from shutting down. It has always been about the lockdown of the economy, no one wants us all to go home again, and everything is being done to make it happen, ”Dzurilla said.

According to him, the project is beneficial mainly in that it was able to connect individual regional hygienic stations and thanks to it it is possible to quickly and in detail analyze new outbreaks. “The principle of quarantine is that the outbreaks work, that the regional hygiene works together. Now that there was a problem in the Moravian-Silesian Region, Prague was able to help call, ”he explained.

Similarly, Minister Vojtěch recently reacted to the criticism, according to which the feeling that the project is not working badly stems from a misunderstanding of the whole thing.

Dzurilla also admitted that some things still don’t work 100%. “It simply came to our notice then. For twenty years it was created independently and unsystematically, now we are trying to unify it in a few months. It’s not galloping. People on the go, poor people on hygiene on the way adapt the new systems and actually catch the mistakes, “he said, adding that the hygienist does not deserve that criticism.

However, the eRouška application, which NAKIT is currently trying to integrate into the smart quarantine system, is still a problem. Currently, only about 200,000 people use it, which is not much. It does not work properly on iPhones, after half an hour bluetooth is turned off, which is crucial for proper operation. According to Dzurilla, everything should be fixed at the beginning of September, when a sharp launch and the associated information campaign is planned.

“It seems that if we really succeed, it will be without registering a phone number and it will be anonymous. As a result, we will be able to reach the application with more people, ”says Dzurilla.
