The Ministry of Education has sent guidelines for the teaching of civic education to all schools.

GUIDELINES
Recall that starting from the next school year 2020/2021 this teaching, transversal to other subjects, will in fact be mandatory in all grades of education, starting from kindergartens.
Pursuant to law 92 of 2019, the teaching of civic education will have, from the next school year, its own mark, with at least 33 hours per year dedicated.
There are three axes around which Civic Education will revolve: the study of the Constitution, sustainable development, digital citizenship.

The guidelines also address the issue of co-ownership of teaching and coordination of activities.
Ordinarily, the minimum 33 hours per year will be carried out by one or more teachers of the class or of the Class Council to whom the teaching must be entrusted by resolution of the Teaching Committee on the proposal of the same teachers of the class or of the class council. .
If, on the other hand, the teaching of civic education should fall within the use of the 20% autonomy quota, thus creating a special space within the weekly timetable as for the curriculum disciplines, the Ministry specifies that this must not however prejudice the transversality and the collegial co-responsibility of the teaching within the teaching team and the Class Council.
Specifically, in the first cycle schools the transversal teaching of civic education will be entrusted, in co-ownership, to class teachers identified on the basis of the contents of the curriculum, using the resources of the staff of autonomy. A coordinator will be identified among these teachers.
For the second cycle schools instead the organizational solutions that they can adopt may be different.
If he qualified teacher in the legal-economic disciplines is contitolare in the Class Council, in the higher institutions in which the curricula of the legal-economic area are present, he will be entrusted with the teaching of civic education, of which he will take care of the coordination, without prejudice to the involvement of the other competent teachers.
If on the contrary the qualified teacher in the legal-economic disciplines it is present in the staff of autonomy but it is not already co-owner of the Class Council, he may take on the coordination of the discipline for one or more classes, without prejudice to the need for them to create a weekly space in which, even in co-presence with other teachers, he can proceed to the teaching of civic education at the within the weekly hourly rate, or within the autonomy quota that may be activated. In this case, the coordinator of civic education, as holder of additional teaching, becomes a full member of the council or class councils in which it operates.
If finally in the institute there are no qualified teachers to teaching legal-economic disciplines, civic education teaching will be attributed jointly to several teachersi, competent for the different learning objectives / results shared in the programming by the respective Class Councils. In this case, the coordination will be entrusted to one of the teaching co-owners.
