City Council: No to the future Urban and Rural Security Territory

On Monday, December 12, elected officials had no major decisions to make. The session was mainly marked by the presentation of the 2021 activity report of the community of municipalities.

A presentation video was the introduction. Made up of six sections (member municipalities, political organization, governance, skills, finances, services and human resources), the 64-page catalog summarizes the dynamic role of the community of municipalities in the local economy. To give an idea, the investment budget of the community of municipalities of the Joinville-en-Champagne basin (CCBJC) reached almost 9,700,000 euros in 2021, the main items of which were the Fair-Play sports complex, the field indoor tennis court and the Diderot school group. The councilors will note that the community of municipalities has 59 municipalities (represented by 88 delegates to the municipal council), 12,666 inhabitants in a territory of 681 km2 and which is competent in the following areas: economy (management of business parks, economic development actions), tourism (promotion of the area, management of the tourist office, tourist development actions and equipment management), regional planning (local inter-municipal urban plan ), early childhood (nursery and relay), childhood – youth (scholastic and extracurricular), life in the area (nursing homes, ASL contract, sports equipment), waste collection and treatment, on-site sanitation and management of aquatic environments, prevention of the floods. They were not asked to approve or disapprove this report but the councilors found it useful.

Urban and rural security territory

The dossier concerning Thonnance-lès-Joinville’s membership of the future TSUR union (Territory of Urban and Rural Security) could have given rise to controversial exchanges. In his explanations, Alain Malingrey recalled that this ongoing political and strategic cooperation project aims to strengthen the prevention and fight against delinquency. And this on an area which brings together the communes of the south of the Marne, the north of the Haute-Marne and the Meuse, including the agglomerations of Bar-le-Duc, Saint-Dizier and Vitry-le-François. Due to the uncertainties relating to the status of the union and the per capita cost, the judgment was largely unfavourable. The council has decided to refuse membership but, as in Joinville, this choice could be reviewed in the light of developments.

– Jérémie Vallon, volunteer firefighter, was appointed correspondent of the fire and defense brigade

– Enumerators: the population will be enumerated by Michèle Maurice and Béatrice Malservet, from 19 January to 18 February. The board validated the agent compensation budget.

– Works: impassable in case of rain, the grassy car park next to the church will be transformed into a flowery and shrubby area. Two grassy parking spaces will be modified in the Town Hall car park: the earth will be replaced by white gravel.

– Best wishes from the mayor: the ceremony is scheduled for Monday 16 January, at 18, in the town hall.
