“This outbreak has exposed a weakness of mind among some local authorities,” said Wu Liangyou, another NHC official.

China, especially ports of entry, should strengthen screening tests of people with a high risk of COVID-19 infection and increase monitoring of potential transmission, as the virus is still spreading in surrounding countries, Wu said at a press briefing.

“The survey and virus sequencing results show the cluster in Heihe is not related to the ongoing outbreak especially that hit the northwestern part of China, suggesting that there is a new source of the virus brought in from overseas,” Wu said.

“Many local infections found in northern and northwestern China since October 17 can be traced back to the source of the virus brought in from overseas,” the NHC said last week.
