The Chelyabinsk region, among 13 regions of the country, from September 1 (if the corresponding project of the Russian government is approved) will begin an experiment on the active use of digital technologies in schools and institutions of additional education on the basis of the My School federal platform, where they promise to accumulate literally everything – libraries, diaries, textbooks, lectures and more. All this is carried out within the framework of the federal project “Digital educational environment” of the national project “Education”, which at the regional level the South Urals began to implement since the fall of 2019. Znak.com studied the documents and found out how much money they would spend on everything and whether this promises the transition of children to distance learning, which parents, teachers, and children themselves are afraid of today.
So, the federal project “Digital educational environment” as part of the national project “Education” started long before the advent of COVID-19 – at the end of 2018. The regional project of the same name has been implemented in the Chelyabinsk region since the fall of last year and is designed until 2024. Project Passport in November 2019, the first vice-governor of the Chelyabinsk region, Irina Geht, signed.
“Since last year, we have been participating in the federal project“ Digital Educational Environment ”, its tasks are not the transition to distance learning, but the creation of all digital opportunities in schools,” said Elena Kouzova, First Deputy Minister of Education and Science of the Chelyabinsk Region, to Znak.com. – Financing comes both from the federal budget and from the regional treasury. As part of the project, modern computer equipment is purchased at schools, high-speed Internet is provided, all digital communication channels are protected, access to information resources is provided, teachers are retrained, key centers for digital education “IT cube” are created (“IT cube” is also federal subproject within the framework of “DSP” – approx. ed.). We are on schedule, we are fulfilling the conditions, but this does not mean that by September 1 all our schools will be brought into compliance, the work is designed until 2024. ”
The main goal, in addition to updating the information and communication infrastructure, the authors of the project call the creation of a modern and secure digital educational environment, ensuring the formation of students’ values for self-development and self-education.
“All this has nothing to do with quarantine. Distance learning is work at a distance, that is, remotely, including working with a textbook at home or using distance learning platforms, which already provides for full-time study. Nobody is going to send to the homes of schoolchildren under the “DSP”. The decision on the format for the start of the school year and whether schoolchildren will sit at their desks on September 1, taking into account the epidemiological situation, will be made by the Russian government at the federal level and the governor at the regional level. The start of the experiment on introducing DSP from September 1, 2020 in the regions that were the first to start working on the project, having received federal funding, was originally planned and serves as a kind of milestone, the next step in its implementation, ”says Elena Kouzova.
Indeed, in the passport of the regional project, one of the points envisages conducting an experiment by the end of 2020 to introduce modern digital technologies into the educational program with the participation of at least 5 thousand children studying in 5% of general educational organizations of 10 constituent entities of the Russian Federation, including in the Chelyabinsk region . They want to extend the experiment by a new draft resolution of the Government of Russia until 2021.
“The experiment will improve the educational process in individual subject areas through the introduction of modern digital technologies; provide students with the opportunity to use virtual and augmented reality technologies, digital doubles and other technologies in mastering individual subjects … ”, the document says.
Data in the regional project are correlated with an explanatory note to draft government decree of the Russian Federation, which published for public discussion of the Ministry of Education of Russia.
It is assumed that the proportion of students enrolled in general education, continuing education and secondary vocational education programs for whom a digital educational profile and an individual study plan using the federal information and service platform of the digital educational environment are formed will amount to 15% of the total number of students in 2020 in the Chelyabinsk region year, 30% in 2021 and 90% in 2024.
In Chelyabinsk, parents of schoolchildren announced distance learning in the next school year
By the end of the project, schools located in the Chelyabinsk region should be provided with an Internet connection with a connection speed of at least 100 Mb / s for educational organizations located in cities, 50 Mb / s for educational organizations in rural areas and urban settlements type, as well as 100% guaranteed Internet traffic. Starting from 2020, 7.5 million rubles per year will be allocated from the budget of the Chelyabinsk region for Internet equipment.
In total, 282 million rubles are planned for the implementation of the Digital Educational Environment project in the Chelyabinsk Region in 2020, including 231 million from the federal budget, 753 million rubles in 2021, 938 million rubles in 2022, and more than 2024 2 billion rubles.
