Charter: Employers invited to give priority to local unemployed – News Genève: Geneva news

Since 2014, two directives oblige the State (small and large as well as subsidized organizations) to go first through the Cantonal Employment Office (OCE) to try to fill vacant positions. If such a system favoring local job seekers can not be imposed on the private sector, there has been since Thursday a partnership charter which can constitute a commitment by companies to apply it.

The document was presented and signed on Thursday by the state, the Federation of French-speaking companies in Geneva (FER) and the Union of Geneva employers associations (UAPG).

“This charter is obviously not binding or coercive,” said Mauro Poggia, the head of the Department of Security, Employment and Health. Only companies wishing to mark their roots in the Geneva economic fabric and set up a win / win partnership with the OCE can sign it. ”

A sign to the people

“We know that free movement, which is essential to our economy, creates tension in the population,” said Ivan Slatkin, president of the FER and vice-president of the UAPG. Through this charter, we show our desire to defend effective measures to support free movement, as well as our desire to work with resident workers. ”

For Ivan Slatkin, the reciprocal agreement signed is also “an opportunity to challenge the OCE. So that he can live up to his ambition to become the canton’s first recruiting service. ” Clearly, companies expect an efficient and fast service.

Those who agree “to announce to the OCE all vacant positions of a duration greater than fourteen days (subject to special cases)” – and to receive the candidates who will be proposed to him – will know quickly enough if the office is performance. Because he simultaneously undertakes to offer, within five working days, up to five profiles of candidates for the proposed job. A follow-up procedure and personalized contacts is also promised.

Grabbing companies?

It will be understood, it will be give and take, or it will be failure. In the private sector, Ivan Slatkine believes, however, that many companies will be interested. Emmanuelle Savoie, the director of human resources of the FER, is in any case satisfied with the relationship with the OCE, which she has already experienced: “Having a dedicated sponsor allows us to better understand the specific needs of our business, ”she says.

Fabrice Schoch, the director of the employer service of the OCE, is in any case confident. “Since the entry into force of the two directives, we have gained experience,” he explains. However, this is the same type of partnership that we want to build with private sector players. “

Exploding ads

And the volume of job offers passing through the OCE increased further last year with the new federal provisions which constrain companies in sectors with an unemployment rate of more than 8% (5% since January) to advertise their job offers at the office. “They went from 8,000 in 2018 to 20,000 in 2019,” says the director.

The results posted concerning the public and parapublic sector are impressive. Whereas before the directives, the rate of posts filled through the OCE was 25% in 2012, it then increased from their entry into force to reach 77% in 2018. In 2017, it was thus 773 on 1,009 vacancies that were filled by job seekers registered with the OCE.
