Al-Marsad Newspaper – SPA: His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – chaired the session held by the Cabinet today, Tuesday, at the Al-Yamamah Palace in Riyadh.
At the beginning of the session, the Cabinet was informed of all the talks that had taken place in recent days between the Kingdom and some sister countries, including the two messages that the Guardian of the Two Holy Mosques – may God protect him – received from His Highness the Emir of the State of Qatar and His Highness the Crown Prince of the State of Kuwait, and the phone call that took place was conducted by His Highness the Crown Prince – may God protect him – with His Majesty the King of the Hashemite Kingdom of Jordan.

The Council also discussed the content of the reception of the Custodian of the Two Holy Mosques, His Excellency the President of the People’s Republic of China, and the talks his official visit to the Kingdom saw with His Highness the Crown Prince and Prime Minister, the signing of the ‘comprehensive strategic partnership agreement between the two friendly countries and the harmonization plan between (Vision 2030) and (The Belt and Road Initiative), as well as (46) agreements and memorandums of understanding between the government and the private sector to expand the scope of cooperation in various fields.
In this context, the Cabinet welcomed the results of the (Saudi-China summit), (Riyadh-Gulf-China summit on cooperation and development) and (Riyadh-Arab-China summit on cooperation and development), and the enthusiasm embodied by these three Kingdom-hosted summits to strengthen the solid friendship between the Arab countries and the People’s Republic of China, strengthening the ties of cooperation and partnership in various fields; In order to achieve more growth and prosperity and serve the goals and aspirations towards a promising future for future peoples and generations.
Council members praised the contents of His Highness the Crown Prince and Prime Minister’s speech during his chairmanship of the meeting of the 43rd session of the Supreme Council of the Cooperation Council for the Arab Gulf States, and how much it reflected the Kingdom’s interest to activate the process of cooperation in all fields, and the determination to present a second phase of the vision of the Guardian of the Two Holy Mosques regarding the strengthening of common action; In line with the GCC States’ ambitious development visions, plans for economic transformation and their growing role in regional and international affairs.
Regional and international themes
In his statement to the Saudi News Agency after the session, His Excellency the Acting Information Minister Dr. Majid bin Abdullah Al-Qasabi said that the Cabinet had been dealing with a number of regional and international issues, reiterating statement by the Kingdom during the Conference of the States Parties to the Convention on the Prohibition of Chemical Weapons of its interest in supporting the objectives of the agreement aimed at preserving chemical weapons. It maintains international peace and security and ensures the use of chemistry for peace, as an extension of its consistent policy to strengthen cooperation to ban all types of weapons of mass destruction and prevent their proliferation, including the liberation of the Middle East region.
The Council commended the consensus reached by the parties in the transitional phase in the Republic of Sudan and the signing of the framework agreement document, underlining the Kingdom’s position in support of all that will bring peace and maintain security, stability and development in this brotherly country.
The Ministerial Council considered that the United Nations has chosen the city of Riyadh to launch the general overview of global humanitarian action for the year 2023 AD, as it reflects the distinct position of the Kingdom among the countries of the world in this field, and the role he plays under his chairmanship of a group of major donors to unify joint efforts and strengthen international cooperation in order to achieve the Sustainable Development Goals, striving to eradicate poverty, provide aid to those in need and alleviate the suffering of the most needy groups and communities.

On the local issue, the Council appreciated the ability of the Saudi Arabian Oil Company (Saudi Aramco) to discover two unconventional natural gas fields in the Eastern Province, addressing its applause and praise to Almighty God for the abundant bounty bestowed upon this country .
His Excellency indicated that the Cabinet described the progress of the Kingdom in the Global Talents Report for the year 2022 published by the Global Competitiveness Center of the International Institute for Management Development, as a translation of the State’s interest in the education sector to update it in line with successful international best practices, national development goals and human capacity building agenda.
The Council reviewed the topics on the agenda, including topics that the Shura Council participated in the study, also reviewed the conclusions of the Economic and Development Affairs Council, the Political and Security Affairs Council, the general of the Council of Ministers, and the Council of Experts within the Council of Ministers.

The council concluded the following:
First:
Approval of a draft cooperation agreement between the Government of the Kingdom of Saudi Arabia and the Government of the Hellenic Republic in the field of sport.
Secondly:
Authorizing His Excellency the Minister of Investments – or his representative – to discuss with the Italian side a draft Memorandum of Understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Italian Republic for cooperation in the field of investment incentives direct, sign it, and then deliver the final signed copy, to complete the formal procedures.
Third:
Approval of a memorandum of understanding for health cooperation between the Ministry of Health of the Kingdom of Saudi Arabia and the Ministry of Health of the Hellenic Republic.
Fourth:
Approval of a framework agreement for cooperation in the field of peaceful uses of atomic energy between the government of the Kingdom of Saudi Arabia and the government of the Kingdom of Morocco.
Fifth:
Authorizes His Excellency the Minister of Industry and Mineral Resources, Chairman of the Board of Directors of the Saudi Export Development Authority – or his representative – to discuss with the Ghanaian side a draft Memorandum of Understanding between the Saudi Export Development Authority in the United Kingdom of Saudi Arabia Arabia and the Ghanaian Export Promotion Authority in the Republic of Ghana in the field of non-oil export development, and sign it, and then upload the signed final copy, to complete the legal procedures.
Sixth:
Approval of a draft memorandum of understanding between the General Department of Financial Investigations in the Presidency of State Security in the Kingdom of Saudi Arabia and the Department for Combating Economic Crimes in the Attorney General’s Office of the Republic of Saudi Arabia Uzbekistan on cooperation in the exchange of information relating to money laundering, terrorist financing and related crimes.
Seventh:
Authorizing the Chairman of the Board of the General Food and Drug Administration – or his representative – to discuss with the French side a draft Memorandum of Understanding between the General Food and Drug Authority in the Kingdom of Arabia Saudi Arabia and the French Agency for Food , Environment, Occupational Health and Safety in the Republic of France in the field of veterinary medicines management, and sign it And then upload the final signed copy, to complete the legal procedures.
Eighth:
Authorizes His Excellency the Supervisor General of the National Documents and Archives Center – or his representative – to discuss with the Moroccan side a draft memorandum of cooperation between the National Documents and Archives Center of the Kingdom of Saudi Arabia and the Archives of Morocco in the Kingdom of Morocco in the field of documents and filing, sign it and then upload the final signed version, to complete the legal procedures.
Ninth:
By approving the extension of the term referred to in article (73) of the water law, issued with Royal Decree no. (M/159) dated 11/11/1441 AH, an additional year beyond the deadline for reporting the existence of unlicensed wells.
Tenth:
Addition of a paragraph bearing the number (2) to the article (twenty-one) of the system of the General Authority for Endowments, issued by Royal Decree No. (M/11) dated 02/26/1437 AH, to be read as follows: “Article twenty-one:
1- In matters of remuneration, the Authority deals with public bodies and institutions.
2- The charitable dowry and the charitable share of the common dowry registered with the Entity are excluded from the provisions of the judicial expenses system.
The cabinet also reviewed a number of general topics on the agenda, including the annual reports of the Saudi Authority for Standards, Metrology and Quality, the Salt Water Conversion Society, the National Center for Wildlife Development, the Local Content and Public Procurement Authority, King Abdulaziz House and the General Competition Authority The Council has taken the necessary action on these matters.
