The National MIGEP takes the field to ask the Campania Region for clarification regarding the validity of OSS and OSSS certificates.
Controversy in Campania for the alleged invalidity of certificates for Social Health Operators (OSS) e Specialized Social Health Operators (OSSS). The MIGEP Federation is the interpreter entirely with the president Angelo Minghetti, who is now asking for guidance from the Department of Education of the Campania regional body.
The documents certifying the qualification of the Operators would have been signed by a former Councilor and not by the holder of the assignment.
MIGEP interprets the concerns of colleagues and now wants to understand what is happening, especially after the perplexities that have arisen within a health and social structure located in the Bolzano area. The top management of the company have shown their right concerns about the certificates delivered by its employees, which could also prefigure the crime of false declarations.

Requests for clarification regarding courses continue to be sent to this Federation US – organized by your accredited bodies that organize training courses Oss – Osss on the territory of other Regions with exams in Campania.
Attached is a certificate received from a structure, the “Enia Community” of Bolzano, showing the signature of the Councilor Marciani who no longer holds the position of Councilor for Training with the relative stamp of the Campania Region.
Attached is a certificate of “professional qualification certification of the skills acquired to the OSS profile” with the contribution of your training institution, with a course of one thousand hours.
It is also asked to know what are the requirements to access the exam for the issue of the (certificate of competences – certificate of professional quality) since many of these students work in welfare agencies.
The certification of skills; this Service is not a course activity but a rigorous evaluation procedure aimed at ascertaining and possibly certifying the skills acquired by people in various contexts, mainly work, but also education and training. It is not clear what is certified, as the students do not have an obs qualification and work experience. It is also noted that this certification does not have the same value as the certificate, it does not replace the certificate and does not enable the exercise of the OS, nor does it have value and usability within the services or for participation in public competitions.
He wonders if users from other regions and training institutions related to OSS – OSSS training o certification of skills is subject to formal regional authorization with the relative final exam at your accredited bodies.
The Campania Region is asked, with what criteria it issues Oss and Osss certificates and what kind of legality they will have at a national level, where their bodies use incorrect forms in selling professional courses so little qualifying that they also carry out training activities mainly at a distance and with multimedia tools , where among other things a substantial economic competition is requested from the participants, sponsoring that the title is also recognized in Europe.
It also remains to be clarified how this OSS training can be reconciled with the needs plans of this Region. It is necessary to evaluate the needs of the territory to avoid the aftermath of unemployed professional figures, evaluate the workloads, define the workforce, evaluate the staff shortage, provide for the stabilization of precarious staff, the scrolling of rankings to avoid extraordinary waste of resources.

In the light of what has just been highlighted, also considering that the figure of the specialized / complementary social-health operator is not foreseen by the collective bargaining of the CCNL and that ministerial guidelines are lacking, clashing with the problem of classification and placement, many Regions have prudently suspended the formation of this profile, other regions have given up training.
Since both of these conditions are currently lacking, on the one hand there is a risk of forming new professional skills that are not relevant to the current organization of work, thus creating organizational dysfunctions, on the other hand false expectations of professional and economic improvement are fed to which it would not be possible to give answers neither in the immediate nor in the medium time.
The Migep Federation believes, therefore, that at present it is inappropriate to start specialized socio-health operator courses since many unemployed are being put on the market, failing to inform aspiring operators that the qualifications issued are not recognized for the purposes of access to public employment, given also the critical issues highlighted which should in themselves lead to the suspension of the training of the specialized OSS.
Therefore, this Department and the competent Regional Directorate are invited to suspend the start of the training modules “complementary in health care”. We believe that a serious assumption of political responsibility would be necessary in order to put order and resolve an anomalous situation within a training system that is in evidence of a reorganization at the national level.
This Department is invited to supervise all training institutes present in the area of competence and to ensure compliance with the principles of transparency and publicity of the Regional administrative action and also to avoid that it gives rise to unfair commercial practices, extremely hateful as they are false instillers expectations in job seekers.
