What’s going on at City Hall? Raincy (Seine-Saint-Denis)? A few weeks after the departure of the majority of four elected officials, including the first deputy, the list of resigners is growing. Wednesday April 27, 2022, Sandrine Ladisamunicipal councilor, officially left the majority to join the ranks of the opposition, alongside Corinne Raoult elected member of the Union pour le Raincy group and widow of the former mayor Eric Raoult (UMP), overthrown in 2014 by Jean Michel Genestier (SE).
A departure partly justified according to Sandrine Ladisa by the personality of the mayor “who wants to control everything”. The latest report from the Regional Chamber of Auditors, which raises “situations of conflict of interest”, set fire to the powder in April 2022. Since then, the opposition (DVD) has been preaching a reversal of the majority. Mayor Jean-Michel Genestier denies the accusations made by his opponents and says he is “serene”.
Five resignations in one month
“This decision has been carefully considered. It is neither the result of a whim, nor the consequence of the recent departure of the majority of my four colleagues, whose courage I salute in passing”, summarizes Sandrine Ladisa in Seine-Saint-Denis news.
“She wants to create buzz to show that she exists, failing to create buzz through her work. It’s a non-event for me, she didn’t even come to explain her resignation to me. When you are loyal, you ask for an appointment to present the reasons for your resignation, ”said the mayor, Jean-Michel Genestier.
Sandrine Ladisa, like the four resigning elected officials, denounces methods which aim to “silence” elected officials and an “omnipotent” mayor who “acts like a guru wanting to control everything and decide everything”. “I asked my elected officials to report so that the mayor is informed of the actions implemented by the deputies to fulfill the objectives determined. They refused”, justifies for his part Jean-Michel Genestier who deplores “permanent and a little unpleasant attacks” on his personality.
Since July 2021, the municipal councilor had retired from political life, following a commission gathered around the name of the media library in the name of Eric Raoult, former minister and mayor of Raincy (1995-2014) died in April 2021. The proposal came from his widow and elected opposition Corinne Raoult. “We haven’t seen her since that day. She got up from the table during the commission and left for no reason, ”says Jean-Michel Genestier.
According to Sandrine Ladisa, his departure follows the comparison, by a municipal councilor of the majority, of the Raoult era “to the Stalinist era”. “But a few minutes before, a member of the municipality had himself asked me not to intervene. In other words to shut up,” she says.
Situations of conflict of interest?
But the breaking point was reached, according to the elected, in April 2022, with the presentation of the report of the Regional Chamber of Accounts. Exceptionally, the two municipal councils were not the subject of a video broadcast following an unexplained “technical problem”.
The report, made public Monday, May 2, welcomes the “satisfactory financial situation” of the City but also points to “many irregularities” in public procurement procedures. Two presumed “conflict of interest situations” were brought to light by the Court of Auditors. If the first agent was the subject of a disciplinary sanction and left the community, the mayor did not follow up for the second situation, linked to an employee of the City from 2014 to 2018 who then became a service provider in a situation of self-entrepreneurship.
The mayor contests these conclusions of the report “as is”. To Seine-Saint-Denis news, he ensures that checks have taken place following the report. “In the first case, they highlighted deviations and we acted accordingly. In the second case, it appears that there were no other contracts taken from the local authorities. Obviously, if in the future we discover things, there will be sanctions”, explains Jean-Michel Genestier who denounces “a relentlessness on these questions on the part of the opposition”.
Request to open an investigation
For Sandrine Ladisa, the mayor is “in denial”. “This report is overwhelming on what happened during the previous term (2015-2020) in terms of public procurement and procurement. The report highlights serious dysfunctions at this level, dysfunctions which are the responsibility of the mayor and which, obviously, continue to prosper, the service provider always working for the benefit of the city”, she comments, a lawyer by training.
A statement shared by Nicolas Rondepierre, elected from the opposition group Tous pour le Raincy. “The Regional Chamber of Accounts is an authoritative authority. Except that the mayor does not really have any other answers to give than to say that it is false, ”he argues.
He denounces a “double standard in the treatment of conflict of interest situations”. “One was sanctioned, the other is still a provider. Why ? “, he asks. Saturday April 16, the elected officials of his group wrote to the Prosecutor of Bobigny so that he opened an investigation.
Since the start of Jean-Michel Genestier’s second term, seven elected officials, including five deputies, have resigned from the majority. “I find it difficult to see how he could finish the mandate”, projects Nicolas Rondepierre. “This is only the beginning,” said Sandrine Ladisa, before adding: “The opposition will soon be superior and in the meantime, we will demand accountability. »
Threats brushed aside by Jean-Michel Genestier: “These are people who do nothing for the City and come to give lessons. Today, the majority is better, the atmosphere is more serene and I feel freer. »
