CARDS. Coronavirus in Poitou-Charentes: 100 km, ok, but to do what?

In the wake of Edouard Philippe’s speech on Wednesday, April 28, in front of the National Assembly, the route and mapping sites were taken by storm, saturated by this same curiosity: “how far can I go to 100 km around? “

To test it yourself, here is one of these practical tools, which can be consulted online for free (some are also listed in the box at the bottom of this article).

But is it that simple?

On this issue of territorial mobility, the Prime Minister pleaded the status quo, declaring in particular: “The Thursday of the Ascension will be a great holiday, but I say clearly to the French, this is not the time to leave his department for leave for a weekend”.

Therefore, should we care about the “health” map of the departments? Those classified in green, and those in red … These categories, remember, are established on very specific health criteria (circulation of the virus, hospital “availability”, and capacity in Covid-19 test).

Can we get out of a red department? Can we go there? And does this possible departmental limit extend, does it extend beyond the assigned color, between green departments for example? In the aftermath of the announcements, when we wanted to have the prohibited and possible things clarified by the Vienna prefecture, it was impossible to get an answer. Our questions touched on “under study” subjects, travel circulars were not yet distributed.

What is possible … or not

Since then, clarifications have come through the mouth of the Minister of the Interior. With, first of all, the reminder of this basic rule: any trip beyond 100 km must remain the exception, to be motivated by reasons, professional or family, compelling.

A professional motive is to have a job that requires mobility, for example, a truck driver. The compelling family reasons relate to bereavement or assistance to vulnerable people.

Thus, inter-regional transport (trains) or planes cannot be used for tourist or leisure purposes, and will be limited to these reasons only. A new certificate is downloadable from the ministry website.

  • There is no traffic restriction between departments depending on their health situation, only the mileage limit applies.
  • Whatever the distance traveled, we must have proof of address.
  • The 100 km limit does not apply within the same department.
  • The 100 km is understood as the crow flies (see maps below), many websites allow this radius to be calculated from the home (see box).
  • When traveling in public transport, the obligation to wear a mask and capacity limits apply (one seat in two, among others).

Still a little patience before trying some leisure activities again … The swimming pool, “confined” collective sports activities, the restaurant, the cinema, the big museums, the amusement or animal parks are not for everything after. Their situation will be re-examined for possible relaxation at the end of May.
At the request of the mayors, the prefects can already authorize, on a case-by-case basis, the reopening of beaches, bodies of water and nautical centers.

So what is your deconfinement priority? Your ideal? A meal with family or friends, within the limit of ten people? An appointment with the hairdresser, the barber or the beautician? A shopping session in non-virtual stores? A walk in the forest, by bike or not? A game of outdoor tennis? A museum never visited? And if the first luxury, it was already to go out without certificate on the honor, quite simply? Crazy, right?
