The click-day risk

The risk is that the contracts accumulated in the second half of August, spilling onto the platform on the morning of September 1st, immediately saturate the current financial availability. Therefore, although the government’s communication strategy always denies that it is a click-day (a definition that is now seen by people with a negative meaning), in fact it would still be a race to grab scarce resources.

Those arriving late would lose the opportunity to book, because the platform would inhibit it. But this does not imply that it would lose all hope of an incentive: theoretically, it could rebook itself, in the (not unlikely) event that the Government found other resources to refinance the contributions reserved for that band of CO2 emissions.

In fact, we would still be in the presence of a contract stipulated within the period in which the incentive is in force, within which there is no term within which a stipulated contract must be registered in the booking system.

But there are no absolute certainties on this: the general rules on the bonus, which date back to the beginning of 2019, do not explicitly provide for situations of this type, because at the time the possibility of refinancing that would allow reopening the disbursement in the same period was not considered. for which the resources have already run out.
