Cabify’s deception in the pandemic: He did not carry out solidarity action, he was paid, and well
The Ministry of Health moved health personnel to the homes of patients with symptoms of coronavirus with Transport Vehicles with Driver (VTC).
This is clear from a contract signed by Health with Jobandtalent, a firm criticized by unions and drivers hired by this platform to provide service to Cabify. They complained about the harsh working conditions.
This award occurred at the peak of the pandemic and coinciding with the worst moment of activity, when taxi drivers billed less due to confinement.
Jobandtalent operates in the precarious employment sector.
Its executive president is a former founder of Tuenti and its investors include well-known names such as the José Manuel Entrecanales Foundation, Pelayo Cortina Koplowitz, Nicolás Luca de Tena, the Qualitas Equity Partners fund, Kibo Ventures or the fund created by the founder of Skype, Niklas Zennström
At the end of March, Health launched an emergency tender for the logistics of a pilot program for the detection of Covid-19.
This contract, which has not been known until now, corresponded to the logistical support of this service, consisting of detecting patients with symptoms and carrying out diagnostic tests.
In this tender, which was awarded without publicity or public tender because it was understood that it was of extreme urgency, it was specified that the successful tenderer should “make the necessary drivers available to the project to ensure the transfer of toilets.”
“Vehicles must have a VTC license” details the contract, consulted by El Confidencial.
“A very relevant aspect of this operation will be the coordination and optimization of the routes that the vehicles with drivers will take to take health personnel to the homes of patients in the most efficient and coordinated way possible,” asserts this Health tender, which It obliges the signing of confidentiality clauses, since it believes that “one of the most sensitive issues was the treatment of the information by the successful tenderer.”
Jobandtalent to hire toilets
On the other hand, the contract signed between Jobantalent and Health warned that “if necessary, the successful tenderer will also recruit, hire and manage the health personnel involved in carrying out the visits.” In other words, sanitary subcontracting was used for this project.
This award had a duration of one month and was developed in the Community of Madrid.
UME staff also participated in the pilot project.
In addition, Jobandtalent had to provide telemarketers. It involved an outlay of more than 43,000 euros. It was signed on March 23, although Health had not revealed its content so far. The provision of this service coincided with the moment that the coronavirus hit the Public Health System the most.
One of the sectors that was hit the hardest was the taxi sector, whose activity came to a halt and still continues with losses.
The Community of Madrid awards Cabify for its ‘solidarity action’
Cabify boasted of carrying out solidarity transport for health personnel, but the truth is that through the contract – which was carried out without a public tender – a large amount of money was pocketed.
Subsequently, Cabify received the triple identification ‘Madrid Guarantee’ from the Community for its commitment against COVID-19. The Community of Madrid granted the most complete identification to Cabify, which recognizes its work in “compliance measures”, “extraordinary measures” and “solidarity action” in the face of the pandemic.
Now we already know that there was no joint action, nor any extraordinary measure by Cabify and yes, a commercial contract for the award of services, signed between the Department of Health and Jobandtalent, Cabify’s partner.
